[지형덕칼럼] 묵호의 운명을 바꿀 시간 — 답은 ‘NAVY’에 있다

동해시 묵호가 다시 태어날 수 있을까.

그 답은 ‘개발’이 아니라, 어쩌면 ‘색’에 있다.

Can Mukho in Donghae be reborn?

The answer may not lie in development, but in color.

강원 동해시 묵호항 일대를 중심으로 도시 정체성을 새롭게 정의하려는 ‘NAVY ROAD’ 프로젝트가 조용히, 그러나 강하게 주목받고 있다.

이 프로젝트는 단순한 경관 정비가 아니다. 색을 통해 도시의 기억과 기능, 그리고 이야기를 다시 짜는 새로운 방식의 도시 선언이다.

The “NAVY ROAD” project, which seeks to redefine the identity of Mukho Port in Donghae, Gangwon Province, is quietly yet powerfully drawing attention.

This is not just a visual improvement project—it is a new urban declaration that reconstructs memory, function, and narrative through color.

세계적인 관광지 산토리니가 블루와 화이트라는 단순한 색으로 도시 전체를 하나의 이미지로 묶어냈듯,

묵호 역시 하나의 색으로 자신을 다시 말하려 한다.

Just as Santorini became a global destination by unifying its cityscape with the simple palette of blue and white,

Mukho now seeks to tell its own story through a single, defining color.

그러나 묵호는 모방하지 않는다.

묵호는 ‘네이비’라는 색으로, 전혀 다른 길을 선택한다.

But Mukho does not imitate.

It chooses a different path—through the color navy.

네이비는 단순한 색이 아니다.

대한민국 해군 제1함대가 자리한 동해의 정체성, 깊고 푸른 바다의 색, 그리고 국가를 지키는 상징이 겹겹이 담긴 색이다.

Navy is not just a color.

It embodies the identity of Donghae, home to the Republic of Korea Navy’s 1st Fleet,

the deep blue of the sea, and the layered symbolism of national defense.

여기에 석탄항 시절의 기억을 담은 샌드 베이지,

그리고 도시를 정돈하고 빛을 더하는 화이트가 더해진다.

To this, a sand beige recalling the era of the coal port is added,

along with white, which refines and illuminates the city.

이렇게 묵호는 ‘네이비·샌드 베이지·화이트’라는 세 가지 색으로

과거와 현재, 그리고 미래를 잇는 ‘3색 도시 전략’을 완성한다.

In this way, Mukho completes a “three-color city strategy”—navy, sand beige, and white—

bridging its past, present, and future.

지금 추진되는 ‘마도로스 거리’는 왜인지 설득력이 부족하다.

이곳이 어떤 이야기와 기억을 담고 있는지, 분명하게 말해주지 못한다.

The currently promoted “Madoros Street” lacks persuasive power.

It fails to clearly convey what stories and memories this place holds.

해군과 해경, 그리고 항구의 삶을 품은 도시.

이보다 더 강력한 정체성이 또 있을까.

A city that embraces the navy, the coast guard, and the lives of a port—

could there be a stronger identity than this?

영원한 독도 지킴이인 해양경찰과,

바다를 지키는 해군의 이야기,

그리고 묵호의 삶과 기억이 만난다면,

이 도시는 하나의 작품이 된다.

If the stories of the coast guard—the eternal guardian of Dokdo—

and the navy protecting the seas

meet the lived memories of Mukho,

this city becomes a work of art.

최근 묵호는 젊은 여행자들에게 새로운 목적지가 되고 있다.

그리고 그들이 가장 먼저 말하는 것은 단 하나다.

Recently, Mukho has become a rising destination for younger travelers.

And the first thing they say is always the same:

“바다색이 너무 아름답다.”

“The color of the sea is breathtaking.”

답은 이미 그곳에 있다.

The answer is already there.

동해항은 국가 산업을 위한 전략 항만으로 남고,

묵호항은 사람과 기억을 위한 도시로 다시 태어나야 한다.

Donghae Port should remain a strategic hub for national industry,

while Mukho Port must be reborn as a place for people and memories.

‘NAVY ROAD’는 단순한 디자인이 아니다.

간판과 건물, 공공시설의 색을 하나로 묶고,

해군의 서사와 항구의 기억을 연결해

‘걷고 싶은 길’, ‘머무는 도시’를 만드는 전략이다.

“NAVY ROAD” is not just a design project.

It unifies signage, buildings, and public spaces through color,

connecting naval narratives with port memories

to create a “walkable road” and a “city to stay.”

전문가들은 말한다.

“색은 도시의 언어다.”

Experts say:

“Color is the language of a city.”

묵호는 이제 산업의 도시를 넘어

이야기의 도시로 나아가야 한다.

Mukho must now move beyond being an industrial city

and become a city of stories.

묵호가 다시 살아날 수 있을까.

그 답은, 어쩌면

바다의 색에 있다.
