서영교, 국회 법사위원장 내정… “입법 관문 쥔 2개월 승부수”

국회 법제사법위원장에 서영교 더불어민주당 의원이 내정됐다. 이번 인선은 기존 위원장이던 추미애 의원이 지방선거 출마를 위해 사퇴하면서 발생한 공석을 메우기 위한 조치다.

Rep. Seo Young-kyo of the Democratic Party has been nominated as the new chair of the National Assembly’s Legislation and Judiciary Committee. The move comes after former chair Choo Mi-ae stepped down to run in local elections.

현재 서영교 의원은 당내 절차를 거쳐 공식 내정된 상태로, 향후 국회 본회의 표결을 통해 최종 선출될 예정이다. 다수당 주도로 이루어진 인선인 만큼 이변이 없는 한 무난한 통과가 예상된다.

Rep. Seo has been officially nominated through party procedures and is expected to be formally elected through a plenary vote of the National Assembly. Given the majority party’s backing, her confirmation is widely seen as a formality.

이번 법사위원장 임기는 오는 2026년 5월까지 약 2개월에 불과한 ‘단기 임시 체제’다. 22대 국회 전반기 종료와 함께 상임위원장 재구성이 예정돼 있기 때문이다.

The term of this appointment is expected to last only about two months, until May 2026, serving as a temporary arrangement before a broader reshuffle of committee leadership in the second half of the 22nd National Assembly.

그럼에도 불구하고 법제사법위원장 자리는 국회 내 핵심 권력으로 평가된다. 법사위는 모든 법안이 본회의에 상정되기 전 반드시 거쳐야 하는 마지막 단계로, 이른바 ‘입법의 관문’ 역할을 수행한다.

Despite its short duration, the chairmanship of the Legislation and Judiciary Committee is considered one of the most powerful positions in the Assembly. The committee acts as the final gatekeeper before bills proceed to the plenary session.

특히 법사위원장은 법안의 체계·자구 심사를 명분으로 심의 속도를 조절하거나 사실상 보류할 수 있는 권한을 갖는다. 이 때문에 법사위는 단순한 심사 기구를 넘어 입법의 흐름을 통제하는 ‘게이트 키퍼’로 불린다.

The chair holds significant authority to control the pace of deliberation under the pretext of reviewing legal consistency and wording. As a result, the committee is often described as a “gatekeeper” that can effectively control the legislative process.
