[지형덕칼럼] “동해시는 무엇을 바꿔야 하는가 — 반복의 정치에서 기준의 정치로”

동해시의 이번 지방선거는 단순한 권력 경쟁이 아니다.

이 선거는 지역 정치가 반복의 구조를 끊을 수 있는가를 묻는 시험이다.

This local election in Donghae is not merely a contest for power.

It is a test of whether the city can break the cycle of repetition in its politics.

그동안 동해시는 유사한 정치적 결말을 반복해 왔다.

선거 이후 기대는 있었지만, 시간이 흐르면 논란이 뒤따르고

결국 신뢰는 다시 흔들리는 패턴이 이어졌다.

For years, Donghae has experienced similar political outcomes.

Hope would follow elections, but over time, controversies emerged,

and trust would once again erode.

이 현상은 개인의 문제가 아니라 구조의 문제에 가깝다.

검증, 견제, 그리고 정책 중심 경쟁이 충분히 작동하지 않을 때

결과는 반복된다.

이번 선거에서 주목할 점은

기존 정치 경로와는 다른 배경을 가진 후보들이 등장하고 있다는 사실이다.

What stands out in this election

is the emergence of candidates with backgrounds outside traditional political pathways.

일부 후보들은 기업 경영 경험을 기반으로

재정 운영과 투자 판단 능력을 강조하고 있으며,

지역사회 기여 활동을 함께 제시하고 있다.

Some candidates emphasize their experience in business management,

highlighting their ability in fiscal operations and investment decision-making,

alongside records of community engagement.

이러한 흐름 속에서 거론되는 인물 가운데 하나로

예비후보 이상웅 역시 언급된다.

Within this context, one of the names being mentioned

is preliminary candidate Lee Sang-woong.

그는 기업을 성장시킨 경험과 함께

지역 장학사업 참여 등 공공 영역에서의 활동 이력을 제시하고 있다.

경제에 대한 이해는 선택이 아니라 필수에 가깝다.

Given the realities Donghae faces,

economic understanding is no longer optional—it is essential.

지방소멸 대응, 산업 구조 전환, 관광 활성화는

모두 재정과 정책 설계 능력을 요구하는 문제이기 때문이다.

Challenges such as regional depopulation, industrial transition,

and tourism revitalization all require strong fiscal and policy design.

이번 선거의 본질은 결국 하나의 질문으로 수렴된다.

“누가 더 잘할 것인가”가 아니라,

“어떤 기준으로 선택할 것인가.”

The essence of this election ultimately converges into one question:

not “Who will perform better,”

but “By what standards will we choose?”

그러나 기준이 유지된다면, 반복 역시 피하기 어렵다.
