[지형덕칼럼] 동해시 정치 40년의 피로… 시민들이 바꿀 시간이다

동해시는 1980년 4월 1일, 명주군 묵호읍과 삼척군 북평읍이 통합되며 탄생한 도시다.

두 지역의 역사와 문화가 만나 새로운 도시가 만들어졌지만, 동해시 정치의 현실은 그 통합의 정신과는 거리가 멀었다.

Donghae City was born on April 1, 1980, when Mukho-eup of Myeongju County and Bukpyeong-eup of Samcheok County were merged.

Although the histories and cultures of the two regions came together to create a new city, Donghae’s political reality has rarely reflected the spirit of that integration.

민선 지방자치가 시작된 이후 동해시 정치의 역사는 시민들에게 자랑스러운 기록이라기보다 부끄러운 정치사의 연속에 가까웠다.

Since the start of local autonomy through direct elections, Donghae’s political history has often resembled a chain of political controversies rather than a source of civic pride.

역대 민선 시장들이 잇따라 법적 문제로 법정에 서는 일이 반복되었고, 현재의 시장 역시 재판을 받고 있는 상황이다.

도시 행정의 최고 책임자가 법정에 서는 일이 반복되는 현실은 결코 정상적인 도시 정치의 모습이라고 할 수 없다.

Several mayors elected through local elections have repeatedly faced legal troubles, and the current mayor is also standing trial.

The repeated image of a city’s chief administrator appearing in court is far from what a healthy local democracy should look like.

이쯤 되면 이는 개인의 문제가 아니라 정치 구조의 문제라고 봐야 한다.

At this point, the issue is no longer about individuals—it is about the political structure itself.

권력의 장기 독점은 정치의 긴장을 무너뜨린다.

경쟁이 사라진 권력은 시민을 두려워하지 않게 되고, 결국 책임 정치도 약해진다.

Long-term monopolization of political power erodes political tension.

When competition disappears, power stops fearing the citizens, and accountability inevitably weakens.

동해시 정치가 보여준 지난 수십 년의 모습은 바로 그 위험을 그대로 증명해 왔다.

The political trajectory of Donghae over the past decades clearly illustrates this danger.

또 하나의 문제는 지역 균형의 붕괴다.

Another serious issue is the collapse of regional balance.

동해시는 북부권(묵호 중심)과 남부권(북평 중심)이 함께 만든 도시다.

그러나 정치 권력의 중심은 대부분 인구가 많은 지역 중심으로 형성되어 왔다.

Donghae was created by the union of the northern area centered on Mukho and the southern area centered on Bukpyeong.

Yet political power has largely been concentrated in the more populous areas.

그 결과 북부권은 정치의 중심이 아니라 주변에 머물러 왔다는 시민들의 인식이 적지 않다.

As a result, many citizens believe the northern part of the city has remained on the political periphery.

도시의 균형이 무너지면 정치도 건강할 수 없다.

When the balance of a city collapses, its politics cannot remain healthy.

최근 동해 시민사회에서는 분명한 문제의식이 제기되고 있다.

Recently, Donghae’s civic society has begun raising clear concerns.

동해시 정치가 이제는 바뀌어야 한다는 것이다.

The message is simple: Donghae’s politics must change.

다가오는 지방선거를 앞두고 다양한 후보들이 거론되고 있다.

이는 단순한 인물 경쟁이 아니라 동해시 정치의 구조적 변화를 요구하는 신호일 수도 있다.

As the upcoming local election approaches, many potential candidates are emerging.

This may not simply be a contest between individuals but a signal that citizens are demanding structural change.

이번 선거는 단순히 시장 한 명을 뽑는 선거가 아니다.

This election is not merely about choosing a mayor.

동해시 정치가 과거의 구조를 반복할 것인지, 아니면 새로운 균형과 책임 정치로 나아갈 것인지 결정하는 선거다.

It will determine whether Donghae continues repeating its old political structure or moves toward balance and accountable governance.

도시는 정치의 수준만큼 성장한다.

Cities grow in proportion to the quality of their politics.

동해시가 더 이상 정치 스캔들과 권력 구조의 피로 속에 머물지 않기를 바란다.

Donghae must not remain trapped in political scandals and structural fatigue.

이제 시민들이 선택할 시간이다.

Now it is time for the citizens to decide.

동해시 정치의 다음 40년을 결정하는 선택이 눈앞에 와 있다.

The choice that will shape the next forty years of Donghae’s politics is now before the citizens.
