강원특별자치도교육청, ‘지방교육재정교부금 개편 관련 시민 공론장’ 개최

강원특별자치도교육청(교육감 강삼영)은 8월 3일 오후 2시 춘천 커먼즈필드 안녕하우스에서 ‘지방교육재정교부금 개편 관련 시민 공론장’을 개최한다고 밝혔다.

The Gangwon State Office of Education (Superintendent Kang Sam-young) announced that it will hold a Public Forum on the Reform of the Local Education Grant System at 2:00 p.m. on August 3 at Annyeong House in Chuncheon Commons Field.

이번 시민 공론장은 학령인구 감소라는 인구 구조의 변화와 미래교육 수요 증가라는 시대적 흐름 속에서, 지방교육재정교부금 축소 논의에 대해 시민들이 객관적으로 판단하고 다양한 현장의 의견을 제시할 수 있도록 마련됐다.

The forum has been organized to provide citizens with an opportunity to objectively examine the ongoing debate over reducing the Local Education Grant while reflecting on the structural decline in student populations and the growing demand for future-oriented education. It also aims to gather diverse perspectives from the field.

공론장의 핵심 질문은 ‘우리 아이들의 미래를 위해 교육재정은 어떻게 운영되어야 하는가?’이다.

The central question of the forum is: “How should education finance be managed to secure a better future for our children?”

행사는 교육재정 전문가들의 발제와 토론에 이어 약 100명의 시민참여단이 원탁토론 방식으로 숙의에 참여하는 형태로 진행된다. 퍼실리테이터의 진행 아래 시민들은 다양한 의견을 나누고, 논의 결과를 전체 참가자들과 공유할 예정이다.

Following presentations and discussions by education finance experts, approximately 100 citizens will participate in roundtable deliberations. Guided by facilitators, participants will exchange views and share the outcomes of their discussions with the entire forum.

첫 번째 의제는 ‘교육현장에서 바라본 교육재정의 현실과 문제’이다. 학교와 지역사회 등 교육현장에서 체감하는 재정 운영의 비효율성과 앞으로 우선적으로 투자해야 할 분야에 대해 시민들의 경험과 의견을 나눈다.

The first agenda focuses on “The Reality and Challenges of Education Finance from the Perspective of the Educational Field.” Citizens will discuss inefficiencies in the current financial system as experienced in schools and local communities, while identifying priority areas for future investment.

두 번째 의제는 ‘교육재정 제도 개선 방향’이다. 국가재정의 지속가능성과 미래 교육 수요를 함께 고려하면서 지방교육재정의 적정 규모와 제도 개선 방향을 함께 모색한다.

The second agenda addresses “The Direction for Reforming the Education Finance System.” Participants will explore an appropriate scale and future direction for local education finance by balancing fiscal sustainability with the educational needs of future generations.
