강삼영 강원특별자치도교육감, 하반기 종합청렴도 도약 위한 특별지시

강삼영 강원특별자치도교육감은 27일(월), 청렴 유공자 인센티브 부여와 부패취약 분야 ‘교육감 직접 보고제’ 도입 등을 포함한 종합청렴도 향상 특별지시를 발표하며, 실질적인 변화와 성과를 만들어내는 청렴정책을 본격 추진한다고 밝혔다.

On Monday, July 27, Gang Sam-young, Superintendent of the Gangwon State Office of Education, announced a set of special directives aimed at improving the overall integrity rating. The initiative includes incentives for employees who demonstrate outstanding integrity and the introduction of a “Direct Reporting to the Superintendent” system for corruption-vulnerable areas, marking the beginning of a results-oriented integrity policy.

이번 특별지시는 청렴 전담조직이 없는 여건 속에서도 각 부서의 책임성과 추진력을 강화하고, 교육감이 직접 추진 상황을 점검하는 체계를 구축해 종합청렴도를 높이기 위해 마련됐다.

The directives were designed to strengthen accountability and implementation across all departments despite the absence of a dedicated integrity office. They also establish a system in which the Superintendent personally monitors progress, reinforcing efforts to improve the overall integrity rating.

도교육청은 먼저 청렴 유공 직원을 위한 실질적인 보상 체계를 마련한다. 부패취약 분야 개선과 종합청렴도 향상에 기여한 직원, 반부패 정책을 적극 추진한 직원에게 실질적인 인센티브를 제공할 수 있도록 제도적 기반을 마련할 계획이다.

The Provincial Office of Education will first establish a practical reward system for employees who demonstrate exemplary integrity. Institutional measures will be introduced to provide meaningful incentives for staff who contribute to improving corruption-prone areas, raising integrity standards, and actively implementing anti-corruption initiatives.

또한 부패취약 분야에 대한 ‘교육감 직접 보고제’를 도입한다. 감사관은 주요 개선 과제와 현장 모니터링 결과를 교육감에게 직접 보고하며, 교육감은 추진 상황을 지속적으로 점검할 예정이다.

The Office will also introduce a “Direct Reporting to the Superintendent” system for corruption-vulnerable areas. The Auditor General will report key improvement tasks and on-site monitoring results directly to the Superintendent, who will continuously oversee implementation and progress.

아울러 도교육청은 일상에서 체감할 수 있는 실천 중심의 청렴문화를 조성할 계획이다. 대규모 일회성 청렴행사는 지양하고, 각 부서가 실제 업무 과정에서 실천할 수 있는 청렴 실천 방안을 발굴하고 추진할 방침이다.

In addition, the Office of Education will foster a practical integrity culture that employees can experience in their daily work. Rather than relying on large-scale one-time campaigns, each department will identify and implement integrity practices that can be incorporated into routine operations.

#강삼영 교육감은 “청렴은 모든 공직자가 자신의 자리에서 함께 지켜야 할 기본 원칙”이라며 “특히 외부 업체나 이해관계자와의 만남에서는 사적인 관계나 친분이 업무 판단에 영향을 미치지 않도록 각별히 주의해야 하며, 사적인 청탁이나 부당한 부탁은 단호하게 거절해야 한다”고 강조했다.

Superintendent Gang emphasized, “Integrity is a fundamental principle that every public official must uphold in their respective roles. In particular, when dealing with external vendors or stakeholders, personal relationships or friendships must never influence professional judgment. Any private solicitation or improper request should be firmly rejected.”
