Superintendent Kang Sam-young's First Executive Approval Focuses on Restoring Teachers' Rights

A Superintendent-Direct Teacher Protection Support Division to Be Established

강삼영 강원특별자치도교육감은 취임식 직후 제1호 결재로 교육감 직속 「교권보호지원단」 신설과 피해 교원의 회복을 위한 「특별교육기관」 설립 계획을 승인한다.

Immediately following his inauguration, Superintendent Kang Sam-young will approve his first executive order establishing the Teacher Protection Support Division directly under the Superintendent's Office, together with plans to create a Special Education Center dedicated to the recovery and support of teachers affected by violations of educational rights.

이번 조치는 교권 회복과 안전한 교육공동체 조성을 위한 강 교육감의 강한 의지를 담고 있다. 교권 침해가 발생했을 때 교사가 혼자 대응하는 것이 아니라, 교육청 차원의 신속하고 통합된 대응체계를 통해 교원의 교육권과 학생의 학습권을 함께 보호하는 것을 목표로 한다.

The initiative reflects Superintendent Kang's strong commitment to restoring teachers' rights and building a safer educational community. Rather than leaving teachers to face educational rights violations alone, the new system will provide a rapid, coordinated institutional response that protects both teachers' professional rights and students' right to learn.

교권보호지원단은 교육감 직속 조직으로 운영되어 의사결정 과정을 단순화하고 현장 대응 속도를 높인다. 교권 침해 발생 시 신속한 현장 지원은 물론 행정·법률·심리 지원을 통합 제공하며, 피해 교원의 요구에 맞춘 전문 지원도 함께 이루어진다.

Operating directly under the Superintendent, the Teacher Protection Support Division will streamline decision-making and accelerate on-site responses. The division will provide rapid intervention along with integrated administrative, legal, and psychological support, while offering tailored professional assistance according to the needs of affected teachers.

지원단은 기존 교육활동보호팀과 외부 전문가를 중심으로 두 개의 신속 대응팀을 우선 운영하며, 향후 조직 개편을 통해 예방 활동과 정책 개발 기능을 추가한 3개 팀 체제로 확대할 계획이다. 또한 전용 콜센터를 설치해 교권 침해 사안을 상시 접수하고, 교육감 보고 체계를 일원화할 예정이다.

Initially, the division will operate two rapid-response teams composed of the existing Educational Activity Protection Team and external specialists. Following organizational restructuring, it will expand into a three-team system incorporating prevention programs and policy development. A dedicated hotline will also be launched to receive reports at all times while centralizing case management and reporting directly to the Superintendent.

특히 내년 상반기에는 강원학생교육원과 사임당교육원의 재구조화와 연계해 교육감 지정 「특별교육기관」을 운영할 계획이다.

In the first half of next year, the Gangwon Office of Education also plans to establish a Superintendent-designated Special Education Center as part of the restructuring of the Gangwon Student Education Institute and the Saimdang Education Institute.

이 기관은 교권 침해와 학교폭력으로 특별교육 처분을 받은 학생들에게 전문 상담과 인성교육, 관계 회복 프로그램, 심리치료를 제공한다. 동시에 교권 침해와 학교폭력으로 심리적 피해를 입은 교원과 학생에게 상담, 트라우마 치유, 학교 복귀 지원 등을 제공하는 회복 중심 기관으로 운영된다.

The center will provide professional counseling, character education, relationship restoration programs, and psychological treatment for students assigned to special education following incidents involving violations of teachers' rights or school violence. At the same time, it will serve as a recovery-focused institution offering counseling, trauma care, and school reintegration support for teachers and students affected by such incidents.

이를 통해 가해 학생의 재발을 방지하고 학교 적응을 지원하는 동시에, 피해 교원과 학생에게 실질적인 치유와 회복을 제공하여 처벌 중심이 아닌 회복 중심의 교육지원체계를 구축할 계획이다.

The initiative aims to prevent repeat offenses by helping offending students successfully return to school while providing meaningful recovery services for affected teachers and students. Ultimately, it seeks to establish a restorative educational support system that emphasizes healing and rebuilding trust rather than punishment alone.

#강삼영 교육감은 "교권 보호는 더 이상 미룰 수 없는 과제다. 선생님이 안심하고 수업에 전념할 수 있어야 아이들의 배움도 살아날 수 있다"며, "이번 1호 결재를 시작으로 학교 현장에서 체감할 수 있는 교권 보호 정책을 지속적으로 추진하겠다"고 밝혔다.
