“양양 드디어 교육 독립”…강원교육 대개편 신호탄 터졌다

Gangwon State Office of Education Launches Full-Scale Plan to Establish Yangyang Office of Education

“2027년 3월 1일자 개청 목표”

“Target Opening Date: March 1, 2027”

강원특별자치도교육청은 오는 5월 12일 「지방교육자치에 관한 법률(약칭 교육자치법)」 개정안 시행을 앞두고, 도내 유일의 통합교육지원청인 ‘속초양양교육지원청’을 분리해 ‘양양교육지원청’을 단독으로 신설하는 작업에 착수한다고 7일(화) 밝혔다.

The Gangwon State Office of Education announced on Tuesday (7th) that it will begin procedures to establish an independent Yangyang Office of Education by separating the Sokcho-Yangyang Office of Education, currently the only integrated office in the province, ahead of the enforcement of the revised Local Education Autonomy Act on May 12.

앞서 국회를 통과한 교육자치법 개정안은 교육지원청의 관할 구역과 위치를 기존 대통령령이 아닌 시·도 조례로 정할 수 있도록 권한을 이양하는 내용을 담고 있다. 이에 따라 도교육청은 양양교육지원청 설립을 위한 법적 기반이 마련된 만큼 신설을 속도감 있게 추진한다는 방침이다.

The amendment to the Local Education Autonomy Act, which recently passed the National Assembly, transfers authority to provincial and metropolitan ordinances to determine the jurisdiction and location of education offices, rather than presidential decrees. Accordingly, the provincial office plans to accelerate the establishment of the Yangyang Office of Education based on the newly secured legal foundation.

현재 강원특별자치도 내 18개 시·군 중 단독 교육지원청이 없는 지역은 양양군이 유일하다. 그동안 양양 지역사회에서는 독립된 교육지원청 부재로 인해 지역 실정에 맞는 교육정책 수립과 현장 중심의 신속한 행정 지원에 한계가 있다는 지적이 꾸준히 제기되어 왔다.

Among the 18 cities and counties in Gangwon State, Yangyang is the only region without an independent education office. The local community has long pointed out that the absence of a dedicated office has limited the development of tailored education policies and timely, field-oriented administrative support.

도교육청은 법률 개정 조문 시행일에 맞춰 원활한 양양교육지원청 신설을 위해 부교육감을 단장으로 하는 ‘양양교육지원청 신설 추진 전담팀(T/F)’을 구성하고 본격적인 운영에 들어간다.

To ensure a smooth establishment aligned with the enforcement of the revised law, the office will form a dedicated task force led by the Vice Superintendent and begin full-scale operations.

2027년 3월 1일 개청을 목표로, 강원국제교육원 내 임시청사 개청을 우선 추진할 예정이며, 이를 위해 해당 시설의 구조적 안전성 확보와 사무공간 활용 적정성 등에 대한 사전 점검을 실시할 계획이다.

With the goal of opening on March 1, 2027, the office plans to first operate a temporary facility within the Gangwon International Education Institute. Prior inspections will be conducted to ensure structural safety and suitability of office space.

아울러, 향후 안정적인 교육지원청 운영을 위해 현 양양교육지원센터 부지에 신청사를 설립하는 방안도 함께 검토할 예정이다.

In addition, plans are being considered to construct a new permanent office building at the current Yangyang Education Support Center site to ensure stable long-term operations.

#권명월 행정국장은 “이번 양양교육지원청 신설 추진은 단순한 행정기관의 분리를 넘어, 양양 지역 학생들에게 질 높은 맞춤형 교육을 제공하기 위한 중요한 과제”라며 “지역 주민들의 오랜 숙원 사업인 만큼 청사 건립을 차질 없이 준비해 양양 교육이 새롭게 도약하는 전환점으로 만들겠다”고 밝혔다.

As this has been a long-standing aspiration of local residents, we will ensure the smooth construction of the office and make it a turning point for a new leap in Yangyang education.”
