“퇴원하면 끝? NO”… 삼척시, ‘집까지 책임지는 의료’ 시작했다

삼척시가 퇴원 환자가 병원을 떠난 이후에도 지역사회에서 안정적인 삶을 이어갈 수 있도록 통합 의료·돌봄 안전망 구축에 나섰다.

 Samcheok City has launched an initiative to establish an integrated medical and care safety network, ensuring that discharged patients can continue stable lives within their communities after leaving the hospital.

삼척시는 3월 26일 오후 5시 시청 소회의실에서 강원특별자치도삼척의료원, 선한이웃병원, 도경요양병원 등 지역 내 주요 의료기관 3개소와 「퇴원환자 통합돌봄사업」 추진을 위한 업무협약을 체결했다.

On March 26 at 5 PM, Samcheok City signed a memorandum of understanding (MOU) with three major local medical institutions—Gangwon State Samcheok Medical Center, Sunhan Neighbor Hospital, and Dogyeong Nursing Hospital—to promote the “Integrated Care Program for Discharged Patients.”

이번 협약은 입원 치료 이후 퇴원하는 고령층 등 돌봄 취약계층이 불필요하게 장기 입원하거나, 가사·의료 서비스 공백으로 인해 다시 병원을 찾는 이른바 ‘회전문 현상’을 예방하기 위해 마련됐다.

 The agreement aims to prevent the so-called “revolving door phenomenon,” where vulnerable groups such as the elderly experience unnecessary prolonged hospital stays or are readmitted due to gaps in home care and medical services after discharge.

협약에 따라 참여 의료기관은 퇴원 예정 환자 중 재가 돌봄이 필요한 대상자를 발굴해 시에 연계하고, 삼척시는 해당 대상자에게 의료·요양·가사 지원 등 통합돌봄서비스를 제공하게 된다.

 Under the agreement, participating medical institutions will identify patients in need of home-based care prior to discharge and refer them to the city, while Samcheok City will provide integrated services including medical care, nursing, and household support.

아울러 시는 협약 병원의 원활한 대상자 연계를 위해 건당 5만 원의 인센티브(연계수당)를 지원해 민관 협력의 실효성을 높일 방침이다. 다만, 국가사업에 참여 중인 삼척의료원은 지원 대상에서 제외된다.

 In addition, the city plans to enhance the effectiveness of public-private cooperation by providing an incentive of 50,000 KRW per case to participating hospitals for successful referrals. However, Samcheok Medical Center, which is already participating in a national program, will be excluded from this support.

시 관계자는 “이번 협약은 퇴원 환자들이 병원 치료 이후에도 익숙한 생활터전에서 건강하고 품격 있는 삶을 이어갈 수 있는 기반이 될 것”이라며, “의료기관과의 긴밀한 협력을 통해 돌봄 사각지대를 줄이고 삼척형 통합돌봄 체계를 지속적으로 발전시켜 나가겠다”라고 밝혔다.

A city official stated, “This agreement will provide a foundation for discharged patients to continue healthy and dignified lives in their familiar living environments. Through close collaboration with medical institutions, we will reduce care blind spots and continue to develop a Samcheok-style integrated care system.”

한편, 삼척시는 이번 협약을 계기로 지역 내 의료·요양·돌봄이 유기적으로 연계되는 ‘지역 완결형 돌봄 체계’ 구축에 속도를 낼 계획이다.

Meanwhile, Samcheok City plans to accelerate the establishment of a “community-based comprehensive care system,” where medical, nursing, and caregiving services are organically connected within the region.
