교육발전특구로 여는 삼척 교육의 미래… 성과토론회 열려

삼척시 교육발전특구 사업의 추진 상황을 점검하고 지역 미래교육의 방향을 모색하기 위한 ‘2025 삼척시 교육발전특구 사업 성과토론회’가 12월 15일, 쏠비치 삼척에서 개최됐다.

A performance forum titled “2025 Samcheok Education Development Special Zone Performance Forum” was held on December 15 at Sol Beach Samcheok to review the progress of the Education Development Special Zone project and explore the future direction of regional education.

이번 토론회는 삼척시와 강원특별자치도 삼척교육지원청, 강원대학교가 공동으로 참여하고, EDUPIA삼척교육발전사업단이 주관해 마련됐다. 이날 행사에는 박상수 삼척시장을 비롯해 삼척교육지원청, 강원대학교, 각급 학교 관계자, 학부모 대표 등 지역 교육의 주체와 수요자들이 한자리에 모여 심도 있는 논의를 진행했다.

The forum was jointly participated in by Samcheok City, Samcheok Office of Education under Gangwon Special Self-Governing Province, and Kangwon National University, and hosted by the EDUPIA Samcheok Education Development Project Group. Mayor Park Sang-soo, officials from education authorities, university representatives, school administrators, and parent representatives gathered to engage in in-depth discussions.

행사에서는 교육발전특구 사업 추진에 기여한 유공자에 대한 표창과 함께 그간의 주요 성과가 공유됐으며, 이어진 토론을 통해 향후 사업의 발전 방향과 지역 미래교육 혁신을 통한 위기 극복 방안에 대해 다양한 의견이 제시됐다.

The event included an awards ceremony recognizing contributors to the project, followed by a comprehensive review of major achievements. Participants then discussed future development strategies and solutions for overcoming regional challenges through educational innovation.

교육발전특구 사업 추진 유공자로는 ▲한국에너지마이스터고등학교 김남은 교사 ▲삼일중학교 김수찬 교사 ▲삼척시 가족센터 박나윤 센터장 ▲흥전지역아동센터 오희정 센터장이 삼척시장 표창을 수상했다. 이들은 수소·신소재 특화 교육프로그램 도입, 교육 참여 활성화, 다문화 지원 확대, 디지털 소외지역 지원 등 각 분야에서의 공로를 인정받았다.

Those honored with the Mayor of Samcheok Award included Kim Nam-eun (Korea Energy Meister High School), Kim Soo-chan (Samil Middle School), Park Na-yoon (Director, Samcheok Family Center), and Oh Hee-jung (Director, Heungjeon Community Child Center), in recognition of their contributions to hydrogen and advanced materials education, program participation, multicultural support, and digital inclusion initiatives.

이어진 성과발표에서는 EDUPIA삼척교육발전사업단 장종식 교수가 사업 추진 개요와 성과를 발표했다. 영·유아 발달 프로그램, 스포츠 돌봄교실, Premier Edu 프로그램 등 삼척시의 행·재정적 지원과 삼척교육지원청의 협력, 강원대학교의 전문 교육역량이 결합된 다양한 교육 프로그램이 추진되고 있음을 소개했다.

Professor Jang Jong-sik of the EDUPIA project group presented an overview and outcomes of the initiative, highlighting programs such as early childhood development, sports-based care classes, and the Premier Edu Program—made possible through administrative and financial support from Samcheok City, collaboration with the local education office, and the academic expertise of Kangwon National University.

특히 폐교(구 소달초등학교)를 활용해 조성 중인 ‘소달 배움터’ 사업이 주목을 받았다. 이 사업은 삼척시, 삼척교육지원청, 강원대학교의 역량을 결집한 협력 모델로, 향후 전국 교육발전특구의 모범사례로 발전할 가능성을 제시했다.

Particular attention was drawn to the “Sodal Learning Center”, a project transforming a closed school (former Sodal Elementary School) into a learning hub. The initiative was praised as a collaborative model with the potential to become a national benchmark for education development zones.

#박상수 삼척시장은 “학령인구 감소와 지역소멸이 현실이 된 상황에서 교육발전특구 사업은 지역 교육의 질을 높이고 미래 인재를 양성할 수 있는 중요한 대안”이라며, “지속 가능한 교육환경 조성을 통해 삼척 교육의 경쟁력을 한 단계 끌어올리겠다”고 말했다.

Mayor Park Sang-soo stated, “In an era marked by declining school-age populations and regional depopulation, the Education Development Special Zone is a critical alternative for improving educational quality and nurturing future talent,” adding that the city will continue building a sustainable educational environment to strengthen Samcheok’s competitiveness.

한편 삼척시는 2024년 7월 교육부 주관 교육발전특구 시범지역으로 선정된 이후 강원대학교와 함께 EDUPIA삼척교육발전사업단을 출범해 다양한 교육혁신 사업을 추진해 왔다. 지난 8월에는 「삼척시 교육발전사업 지원에 관한 조례」를 제정하며 행·재정적 지원 기반도 마련했다.

Since being designated as a pilot Education Development Special Zone by the Ministry of Education in July 2024, Samcheok City has launched the EDUPIA project group with Kangwon National University and has steadily advanced various education innovation initiatives, including the enactment of a local ordinance in August to secure administrative and financial support.
