국가정보자원관리원 화재…정부 전산망 마비, 국민 불편 확산

 대전 유성구에 위치한 국가정보자원관리원 본원에서 지난 26일 오후 8시 20분경 대형 화재가 발생해 정부 주요 전산망이 마비되는 초유의 사태가 벌어졌다.

A massive fire broke out at the main office of the National Information Resources Service (NIRS) in Yuseong-gu, Daejeon, at around 8:20 p.m. on the 26th, paralyzing major government IT systems in an unprecedented incident.

이번 화재는 무정전 전원장치(UPS)용 리튬이온 배터리 폭발로 인한 것으로 추정되며, 진화에는 약 22시간이 소요됐다.
The fire is suspected to have been caused by the explosion of lithium-ion batteries used in an uninterruptible power supply (UPS), and it took about 22 hours to fully extinguish.

화재로 인해 정부24, 국민신문고, 모바일 신분증, 우체국 금융·우편 서비스 등 국민 생활과 직결된 647개 전산시스템이 중단됐다.
As a result of the fire, 647 IT systems directly tied to citizens’ daily lives—such as Government24, the National Petition System, mobile ID services, and postal financial/postal services—were shut down.

이로 인해 주민등록등본 발급, 부동산 거래, 항공편 탑승, 예방접종 예약, 장례 절차 등 일상 전반에서 심각한 불편이 이어지고 있다.
This has caused severe disruptions in everyday activities, including the issuance of resident registration certificates, real estate transactions, boarding flights, vaccination reservations, and even funeral procedures.

정부는 위기경보 단계를 ‘경계’에서 ‘심각’으로 격상하고 중앙재난안전대책본부를 가동했다.
The government raised the crisis alert level from “Caution” to “Severe” and activated the Central Disaster and Safety Countermeasures Headquarters.

복구 우선순위는 우체국 금융·우편, 정부24 등 국민 생활과 직접 연관된 서비스에 두고 있으며, 일부 서비스는 임시 복구가 진행 중이다.
The restoration priority has been placed on services directly linked to daily life, such as postal finance and Government24, with some services undergoing temporary recovery.

그러나 서버와 배터리 다수가 소실돼 완전 정상화까지는 상당한 시간이 소요될 것으로 전망된다.
However, with many servers and batteries destroyed, it is expected to take considerable time before full normalization is achieved.

행정안전부는 국민 불편을 최소화하기 위해 전자가족관계등록시스템, 교통민원24, 홈택스, 국민건강보험공단 홈페이지 등 대체 서비스 이용을 안내하고 있다.
To minimize public inconvenience, the Ministry of the Interior and Safety is guiding citizens to alternative services such as the Electronic Family Relations Registration System, Traffic Civil Service 24, Hometax, and the National Health Insurance Service website.

또한 각 행정기관에서는 전산망이 복구되지 않은 경우 수기 접수를 통해 민원을 처리하고, 기한이 지난 업무도 소급 적용해 불이익이 없도록 조치할 방침이다.
In addition, administrative agencies will process civil applications manually where networks remain down and will retroactively apply deadlines to ensure no disadvantages occur.

정치권은 이번 사태를 두고 정부의 관리 부실을 지적하며 책임 공방을 벌이고 있다.
The political sphere is blaming government mismanagement for the crisis and engaging in disputes over responsibility.

전문가들은 국가 핵심 전산망이 단일 시설에 집중된 구조적 취약성이 드러난 만큼, 이중화·분산형 인프라 구축과 UPS 관리 체계 전면 재점검이 시급하다고 지적한다.
Experts point out that the crisis exposed the structural vulnerability of concentrating critical national IT systems in a single facility, stressing the urgent need for redundancy, distributed infrastructure, and a full review of UPS management systems.

이번 화재는 단순한 사고를 넘어 대한민국 전자정부 체계의 안전성과 회복력을 시험하는 사건으로 기록될 전망이다.
