“석탄의 그늘 넘어 미래로” - 강원, 독일 잘란트와 운명적 동맹

강원도는 6월 26일(현지 시간) 독일 자르브뤼켄(Saarbrücken)에서 잘란트주 정부와 우호 교류 협정을 체결하고, 바이오헬스·AI·수소·에너지 등 첨단 산업 분야에서 전면적 협력에 나섰다.

On June 26 (local time), Gangwon Province signed a friendship and cooperation agreement with the Saarland government in Saarbrücken, Germany, pledging comprehensive collaboration in advanced industries such as biohealth, AI, hydrogen, and energy.

협약식에는 김진태 강원도지사, 김시성 강원도의회 의장, 문관현 기획행정위원장 등 도 방문단과 위르겐 바르케(Jürgen Barke) 잘란트 부총리가 함께 했다.

The signing ceremony brought together Governor Kim Jin-tae, Chairman Kim Si-seong of the Gangwon Provincial Council, Planning Committee Chair Moon Gwan-hyun, and Saarland Deputy Prime Minister Jürgen Barke.

위르겐 바르케 부총리는 “과거에는 석탄이 선진 산업이었지만, 지금은 우리가 함께 미래를 고민하고 나아갈 시점”이라며,

“다음 만남은 강원도에서 이뤄지길 기대한다”고 말했다.

Deputy Prime Minister Barke stated, “Coal was once the foundation of modern industry, but now we must move forward into the future—together,” and added,

“I hope our next meeting takes place in Gangwon.”

Governor Kim earned enthusiastic applause from local officials with a heartfelt bilingual speech in German and English.

“저는 이 협약을 위해 40년 만에 독일어 교과서를 다시 꺼냈습니다. 그만큼 이 만남이 중요하다는 의미입니다.”

“I picked up my old German textbook for the first time in 40 years. That’s how important this meeting is to us.”

그는 “강원도와 잘란트는 탄광 지역이자 외국 접경지라는 공통점이 있다”며,

“잘란트의 경험을 통해 교훈을 얻고, 함께 성장해 나가길 기대한다”고 밝혔다.

He emphasized the shared characteristics of Gangwon and Saarland, both former coal-mining regions and border provinces, adding,

“We hope to learn from Saarland’s experience and grow together.”

실질적인 유럽 교두보 확보

이번 협정에는 구체적인 협력 내용이 포함되어 있다.

헬름홀츠신약개발연구소(HIPS)·KIST 유럽연구소와 공동 연구

바이오헬스 산업 공동 육성 및 기술·정보 교류

청년·학생 교류 프로그램 및 인력 양성

경제·통상 파트너십 구축

Joint research with Helmholtz Institute for Pharmaceutical Research (HIPS) and KIST Europe Research Center

Joint promotion of biohealth industries and technology/information exchange

Development of youth and student exchange programs and talent training

Establishment of economic and trade partnerships

김시성 강원도의회 의장은 “산업 구조 전환의 고통과 가능성을 함께 지닌 두 지역이 이제는 더 자주 만나야 한다”며,

“이번 협정을 시작으로 강원과 잘란트가 영원한 친구가 되길 바란다”고 말했다.

Chairman Kim Si-seong of the Provincial Council remarked,

“Both regions have experienced the challenges and opportunities of industrial transformation. Let this be the beginning of an eternal friendship between Gangwon and Saarland.”

이번 우호 협정은 단순한 형식이 아니라, 강원도가 유럽시장에 실질적으로 진출할 수 있는 첫 번째 거점이자 이정표로 평가된다.

This agreement is not just symbolic — it marks Gangwon Province’s first real gateway into the European market and sets a clear milestone.
