동해시가 산림과 도심, 산업단지, 관광지와 해안까지 도시 전역의 위험요인을 촘촘하게 관리하는 ‘생활밀착형 안전망’을 강화하고 있다.

Donghae City is strengthening a community-focused safety network designed to closely monitor and manage potential risks across the entire city—from forests and urban districts to industrial complexes, tourist attractions, and coastal areas.

동해시는 산림과 해안이 맞닿아 있고 국가산업단지와 항만, 주요 관광지가 도심 가까이에 자리한 도시 특성상 지역과 공간에 따라 다양한 위험요인을 안고 있다.

Donghae’s distinctive geography presents a wide range of safety challenges. Its forests meet the coastline, while a national industrial complex, ports, and major tourist destinations are located close to densely populated urban areas.

이에 시는 획일적인 안전관리 방식에서 벗어나 공간과 위험 유형에 맞춰 스마트드론, 안전정보센터, CCTV, 유관기관의 현장 대응체계를 유기적으로 연결하는 데 주력하고 있다.

In response, the city is moving beyond a one-size-fits-all approach to safety management. It is focusing on organically connecting smart drones, the Safety Information Center, CCTV networks, and the on-site response systems of related agencies according to the characteristics of each location and type of risk.

산림지역, 스마트드론으로 재난 사전 감시

Smart Drones Monitor Forest Areas for Potential Disasters

산림지역에는 스마트드론이 투입된다. 동해시는 삼화지구 도시재생사업을 통해 총 4억1천만 원을 투입해 스마트드론 2기를 구축했으며, 현재 산불 등 재난 위험지역을 대상으로 자율비행 예찰체계를 운영하고 있다.

Smart drones have been deployed in forested areas. Through the Samhwa District Urban Regeneration Project, Donghae City invested a total of KRW 410 million to introduce two smart drones. An autonomous aerial monitoring system is currently being operated over areas vulnerable to wildfires and other disasters.

드론 관제화면은 안전정보센터와 드론센터에서 실시간으로 확인할 수 있으며, 경찰·소방기관과도 연계할 수 있다. 시는 앞으로 실종자 수색 등으로 드론의 활용 범위를 확대할 계획이다.

Live drone footage can be monitored at both the Safety Information Center and the Drone Center, and the system can be linked with police and fire authorities. The city plans to expand the use of drones to include missing-person searches and other emergency operations.

도심 안전, CCTV와 안전정보센터가 지킨다

도심 안전은 안전정보센터와 CCTV가 뒷받침한다. 각종 사건·사고와 재난 상황을 신속하게 확인하고 유관기관과 관련 정보를 공유함으로써 현장 대응 시간을 단축하는 등 시민 생활권 중심의 안전관리 기능을 강화하고 있다.

Urban safety is supported by the city’s Safety Information Center and CCTV network. By quickly identifying accidents, crimes, and disaster situations and sharing relevant information with partner agencies, the city is reducing emergency response times and strengthening safety management within residents’ everyday living areas.

북평산업단지, 화학사고 등 특수재난 대응 강화

Bukpyeong Industrial Complex Strengthens Response to Chemical and Specialized Disasters

산업지역에서는 화학사고를 비롯한 특수재난 대응력을 높이고 있다. 북평산업단지 등 산업시설이 밀집한 지역의 특성을 고려해 관계기관 및 기업과의 협력체계를 지속적으로 점검하고 있다.

In industrial areas, Donghae City is enhancing its capacity to respond to chemical accidents and other specialized disasters. Considering the concentration of industrial facilities in areas such as the Bukpyeong Industrial Complex, the city is continuously reviewing and reinforcing its cooperative framework with relevant agencies and businesses.

또한 화학물질 사고가 발생할 경우 신속한 상황 전파와 초동 대응이 이뤄질 수 있도록 민관 협력체계를 강화하고 있다.

Public-private cooperation is also being strengthened to ensure that information is promptly communicated and an effective initial response is carried out in the event of a hazardous chemical incident.

관광지와 해안지역도 별도의 안전축으로 관리

Tourist Attractions and Coastal Areas Managed as a Separate Safety Zone

관광지와 해안지역도 별도의 안전축으로 관리한다. 무릉계곡과 무릉별유천지, 추암 등 주요 관광지의 안전관리를 강화하는 한편, 한섬과 하평 등 해안지역에는 스마트 기술을 활용한 안전관리 체계 구축을 추진하고 있다.

Tourist attractions and coastal areas are being managed as a separate pillar of the city’s safety network. Donghae is strengthening safety management at major destinations such as Mureung Valley, Mureung Byeolyucheonji, and Chuam, while promoting smart technology-based safety systems in coastal areas including Hanseom and Hapyeong.

이를 통해 시민과 관광객 누구나 안심하고 이용할 수 있는 안전한 관광환경을 조성한다는 방침이다.

Through these efforts, the city aims to create a safe tourism environment that residents and visitors can enjoy with confidence.

사고 이후 대응에서 위험을 먼저 찾는 예방행정으로

Shifting from Post-Accident Response to Proactive Prevention

특히 동해시는 최근 화재 등 각종 재난 현장에서 축적한 대응 경험을 바탕으로 소방·경찰 등 유관기관과의 협력체계를 더욱 강화하고 있다.

Drawing on experience gained from responding to recent fires and other disasters, Donghae City is further strengthening its cooperation with fire departments, police, and other related agencies.

재난 발생 이후 수습에 그치지 않고 위험요인을 사전에 찾아 제거하는 ‘예방 중심 안전행정’으로 정책의 무게중심을 옮긴다는 구상이다.

The city intends to shift the focus of its safety policy from managing the aftermath of disasters to prevention-oriented administration that identifies and eliminates risks before accidents occur.

동해시는 앞으로 개별적으로 운영되던 안전 기반시설과 현장 대응체계를 지속적으로 연계해 산림-도심-산업단지-관광지-해안으로 이어지는 도시 전역의 안전망을 더욱 촘촘하게 구축할 계획이다.

Donghae City will continue integrating safety infrastructure and on-site response systems that were previously operated separately, creating a more comprehensive network that connects forests, urban districts, industrial complexes, tourist destinations, and coastal areas.

#이인섭 동해시 안전과장은 “안전은 특정 부서나 특정 시설만의 문제가 아니라 시민의 일상과 도시의 모든 공간에서 확보돼야 한다”며 “첨단기술과 현장 대응력을 함께 높여 사고가 발생한 뒤 대응하는 것을 넘어 위험을 먼저 발견하고 예방하는 안전도시를 만들어가겠다”고 말했다.

“Safety is not the responsibility of a single department or facility. It must be secured throughout citizens’ daily lives and in every part of the city,” said Lee In-seop, head of Donghae City’s Safety Division. “By strengthening both advanced technologies and on-site response capabilities, we will build a safer city that identifies and prevents risks before accidents occur, rather than merely responding afterward.”
