필리핀 오로라주 공직자, 춘천 행정 현장 벤치마킹 ‘눈길’

Visit expands opportunities for sustainable cooperation between local governments

필리핀 오로라주 공직자 방문단이 7일 춘천을 찾아 재난 대응과 노인복지, 환경시설 운영 현황을 살펴보고 춘천시의 행정사례를 공유받았다.

A delegation of public officials from Aurora Province in the Philippines visited Chuncheon on September 7 to learn about the city’s disaster response system, senior welfare services, and environmental facility operations.

이번 방문은 순복음춘천교회의 초청으로 이뤄졌다. 방문단에는 아리엘 사투르노 비통(Ariel Saturno Bitong) 마리아 오로라 시장, 노엘 C. 둘라이(Noel C. Dulay) 마리아 오로라 부시장, 레트 로난 T. 앙가라(Rhett Ronan T. Angara) 발레르 시장을 비롯한 오로라주 공직자와 관계자 약 20명이 참여했다.

The visit was arranged at the invitation of Full Gospel Chuncheon Church. The approximately 20-member delegation included Ariel Saturno Bitong, Mayor of Maria Aurora; Noel C. Dulay, Vice Mayor of Maria Aurora; Rhett Ronan T. Angara, Mayor of Baler; and other public officials and representatives from Aurora Province.

방문단은 이날 춘천시청을 방문해 재난 대응체계와 통합관제센터 운영 현황을 살펴봤다. 이어 북부노인복지관과 환경사업소를 차례로 찾아 노인복지시설 운영과 환경기초시설 관리 사례를 견학했다.

At Chuncheon City Hall, the delegation was briefed on the city’s disaster response system and the operation of its integrated control center. The group then visited the Northern Senior Welfare Center and the city’s environmental facilities to examine practices in senior welfare services and environmental infrastructure management.

춘천시는 이번 방문이 재난안전·사회복지·환경 등 시민 생활과 밀접한 분야의 행정 경험과 시설 운영사례를 공유하고, 지방정부 간 상호 이해와 교류 기반을 확대하는 계기가 됐다고 평가했다.

Chuncheon City said the visit provided an opportunity to share its administrative experience and facility management practices in areas closely related to residents’ daily lives, including disaster safety, social welfare, and environmental management. It also helped strengthen mutual understanding and lay the groundwork for broader exchanges between the two local governments.

육동한 춘천시장은 환경사업소에서 방문단을 맞아 춘천 방문을 환영하고, 두 지역 간 지속적인 교류와 협력 방안에 대해 의견을 나눴다.

Chuncheon Mayor Yook Dong-han welcomed the delegation at the city’s environmental facilities and exchanged views on maintaining continued cooperation and exchanges between Chuncheon and Aurora Province.

#육동한 시장은 “한국이 그래왔듯 최근 필리핀이 매우 빠르게 발전하는 모습을 지켜보고 있다”며 “춘천을 방문한 만큼 춘천이 축적해 온 경험과 다양한 분야의 기반시설 운영사례를 직접 살펴보고, 향후 행정업무에 참고할 수 있기를 바란다”고 말했다.

“Just as Korea has experienced significant development, we are now witnessing the Philippines advance at a remarkable pace,” Mayor Yook said. “I hope this visit will provide you with valuable insights into Chuncheon’s accumulated experience and the operation of infrastructure across various sectors, which may serve as useful references for your own administration.”

이어 “쓰레기 매립장은 반드시 필요한 기능을 수행하지만, 쓰레기 배출량 감축과 인근 주민과의 갈등, 탄소배출 문제 등 해결해야 할 과제도 많다”며 “현재 춘천이 겪고 있는 문제들이 언젠가는 오로라주의 현재 또는 미래 과제가 될 수 있다. 그런 측면에서 이번 방문이 오로라주의 행정 발전에도 도움이 되기를 바란다”고 강조했다.

He added, “Although landfill facilities perform an essential public function, they also present many challenges, including reducing waste generation, addressing concerns with nearby residents, and lowering carbon emissions. The issues Chuncheon faces today may become challenges that Aurora Province encounters now or in the future. From that perspective, I hope this visit will contribute to the further development of public administration in Aurora Province.”
