동해시 자살률 5년간 12.9% 감소…자살예방관리 성과 ‘도지사 표창’

2022년·2023년에 이어 지역 중심의 자살예방 성과 인정

Donghae’s community-based prevention efforts recognized again following awards in 2022 and 2023

동해시가 시민의 마음건강을 지키고 생명존중 문화를 확산해 온 성과를 인정받았다.

Donghae City has been recognized for its efforts to protect residents’ mental health and promote a culture that values every life.

동해시는 9월 3일 강원대학교병원에서 열린 ‘2026년 강원특별자치도 자살예방의 날 기념식’에서 자살예방과 생명존중 문화 확산에 기여한 공로로 강원특별자치도지사 표창을 받았다고 밝혔다.

Donghae City received a commendation from the Governor of Gangwon State at the 2026 Gangwon Suicide Prevention Day ceremony, held September 3 at Kangwon National University Hospital. The award recognized the city’s contribution to suicide prevention and the promotion of a life-respecting community.

이번 수상은 2022년과 2023년에 이어 동해시의 지역 맞춤형 자살예방 정책이 다시 한번 성과를 인정받았다는 점에서 의미가 있다. 동해시는 도움이 필요한 시민을 빠르게 찾아내고 지속적으로 돌볼 수 있도록 고위험군 조기 발굴과 사례관리, 민관 협력체계 구축에 힘써 왔다. 이러한 노력에 힘입어 최근 5년간 동해시의 자살률은 12.9% 감소했다.

Following recognition in 2022 and 2023, this latest award highlights the continued impact of Donghae’s locally tailored suicide-prevention policies. The city has worked to identify residents in need at an early stage and provide continued support through case management and public-private cooperation. As a result, Donghae’s suicide rate has fallen by 12.9 percent over the past five years.

특히 올해는 시민들이 일상 가까이에서 도움을 받을 수 있도록 ‘생명존중안심마을’을 6개 동, 57개 참여기관으로 확대했다. 관공서 직원과 학생 등 1,530명을 대상으로 생명존중 교육과 위기 신호를 발견해 전문기관에 연결하는 ‘생명지킴이’ 양성과정도 운영했다.

This year, the city expanded its Life-Respecting Safe Community initiative to 57 participating organizations across six neighborhoods, making support more accessible in residents’ daily lives. It also provided life-respect education and “gatekeeper” training to 1,530 public employees, students and other residents. The program teaches participants how to recognize warning signs and connect people in crisis with professional support.

자살 고위험군 46명에게는 개인별 밀착 사례관리와 마음건강 프로그램을 제공했다. 생명지킴이 관리자 77명도 총 875건의 사후관리 활동을 진행하며 도움이 필요한 시민들이 지원에서 멀어지지 않도록 보호체계를 강화하고 있다.

The city also provided individualized case management and mental-health programs for 46 high-risk residents. In addition, 77 gatekeeper coordinators carried out 875 follow-up support activities, strengthening the community safety net so that people in need remain connected to care.

#홍종란 동해시 보건정책과장은 “이번 수상은 행정기관만의 성과가 아니라 지역사회가 함께 생명존중 안전망을 만들어 온 결과”라며 “앞으로도 도움이 필요한 시민을 조기에 발견하고 필요한 지원으로 연결할 수 있도록 지역 중심의 예방체계를 더욱 촘촘하게 구축하겠다”고 말했다.

“This award is not the achievement of the city government alone, but the result of the entire community working together to build a life-respecting safety net,” said Hong Jong. Jong-ran, head of Donghae City’s as a preventative health policy measure. “We will continue strengthening our community-based prevention system so that residents in need can be identified early and connected with the right support.”
