국가계획에 담긴 동해·묵호항의 미래, 동해시도 준비 나선다

해양수산부가 「제4차 전국 항만기본계획 수정계획(2026~2030)」을 확정·고시하면서 동해항과 묵호항의 미래 모습이 보다 구체화되고 있다.

With the Ministry of Oceans and Fisheries finalizing and announcing the Revised Fourth National Port Basic Plan (2026–2030), the future roles of Donghae Port and Mukho Port are becoming increasingly clear.

동해시는 국가 주도로 추진되는 항만 개발에 발맞춰 항만에 대한 행정 내부의 이해도를 높이고, 항만과 산업·관광·도시를 연결할 수 있는 지역 차원의 역할을 차근차근 준비해 나갈 계획이다.

In step with the nationally led port development initiative, Donghae City plans to strengthen its administrative understanding of port operations and gradually build a local strategy that connects the ports with industry, tourism, and urban development.

이번 수정계획에는 동해항을 산업·물류와 해양안보 기능을 갖춘 복합 거점항만으로 육성하고, 묵호항은 여객과 해양관광 중심으로 기능을 특화하는 방향이 담겼다.

The revised plan calls for developing Donghae Port into a multifunctional hub for industry, logistics, and maritime security, while specializing Mukho Port as a center for passenger transportation and marine tourism.

동해항은 북부두의 기타광석 화물 처리 기능을 동해신항으로 이전하고 시멘트 처리 기능을 남부두로 집적화하는 한편, 북부두에는 국방과학연구소 시험선 부두와 해경 스마트정비 지원부두, 국가어업지도선 부두 등을 조성해 해양안보와 신해양산업 기능을 강화할 계획이다.

At Donghae Port, the handling of non-cement mineral cargo currently concentrated at the North Pier will be transferred to Donghae New Port, while cement-handling operations will be consolidated at the South Pier. The North Pier is also planned to accommodate facilities including a test-vessel berth for the Agency for Defense Development, a smart maintenance support berth for the Korea Coast Guard, and a berth for national fisheries patrol vessels, strengthening the port’s role in maritime security and emerging marine industries.

묵호항은 화물 기능을 단계적으로 이전하고 국제여객터미널 신축과 항만재개발 등을 통해 여객·해양관광 기능을 강화한다. 이는 그동안 묵호항 재개발 1단계 사업을 통해 항만과 도심의 연결 가능성을 넓혀 온 흐름을 이어가는 것으로, 향후 항만공간을 시민과 관광객이 함께 이용할 수 있는 방향으로 활용하는 것이 중요한 과제로 꼽힌다.

Mukho Port will gradually relocate its cargo-handling functions and strengthen its role in passenger transportation and marine tourism through projects including the construction of a new international passenger terminal and further port redevelopment. Building on the first phase of the Mukho Port redevelopment project, which has expanded opportunities to connect the port with the urban area, a key challenge will be transforming more of the waterfront into spaces that can be enjoyed by both residents and visitors.

항만 물류 경쟁력을 뒷받침할 교통 기반시설도 확충된다. 국도38호선 단봉동과 국도7호선을 연결하는 총연장 2.7㎞의 항만 연결도로와 항만공단1로에서 동해신항을 잇는 0.76㎞의 항만 진입도로를 구축해 동해신항 접근성과 물류 수송 효율을 높일 계획이다.

Transportation infrastructure supporting port logistics will also be expanded. A 2.7-kilometer port connection road linking Danbong-dong on National Route 38 with National Route 7, along with a 0.76-kilometer access road connecting Hangmangongdan 1-ro to Donghae New Port, is planned to improve accessibility to the new port and increase logistics efficiency.

특히 최근 국가계획에 주요 전략사업이 반영되고 관련 국가예산 확보가 이어지면서 동해·묵호항의 중장기 발전을 위한 기반도 점차 구체화되고 있다. 시는 해양수산부와 동해지방해양수산청 등 관계기관의 사업 추진 상황을 지속적으로 공유하고 지역에 필요한 사항을 적극 건의해 나갈 방침이다.

In particular, as major strategic projects are incorporated into national plans and related government funding continues to be secured, the foundation for the mid- to long-term development of Donghae and Mukho Ports is becoming increasingly concrete. Donghae City plans to remain closely informed of project developments through continued coordination with the Ministry of Oceans and Fisheries, the Donghae Regional Office of Oceans and Fisheries, and other relevant agencies, while actively advocating for the needs of the local community.

이와 함께 동해시는 항만을 단순히 국가가 관리하는 물류시설로 바라보는 데서 벗어나 시정 전반과 연계해 이해하기 위한 내부 역량 강화에도 나선다.

At the same time, Donghae City is working to strengthen its internal administrative capacity so that ports are understood not simply as nationally managed logistics facilities, but as strategic assets closely connected to the city’s broader policies and future development.

시는 간부공무원 등을 대상으로 동해항 주요 시설과 선석별 기능, 화물 처리체계, 동해신항 개발 현황 등을 직접 살펴보는 현장 중심의 항만 이해 프로그램을 추진하는 방안을 검토하고 있다.

The city is considering an on-site port familiarization program for senior officials, providing opportunities to directly examine Donghae Port’s major facilities, the functions of individual berths, cargo-handling systems, and the current progress of Donghae New Port development.

산업·경제뿐 아니라 공무원들이 항만의 현재와 미래를 함께 이해하고 환동해권 물류 변화와 국제 정세까지 폭넓게 바라볼 수 있는 행정 기반을 갖추자는 취지다.

The initiative is intended to build an administrative foundation that enables public officials to understand both the present and future of the ports—not only from an industrial and economic perspective, but also in the broader context of changing logistics networks across the East Sea Rim and evolving international affairs.

이를 통해 향후 동해신항 개발과 동해항 기능 재편 과정에서 지역산업과의 연계, 항만 배후지역 활용, 관광 및 교통 인프라 확충 등 동해시가 담당해야 할 역할을 선제적으로 찾아 나간다는 구상이다.

Through these efforts, Donghae City aims to proactively identify the roles it should play as Donghae New Port is developed and the functions of Donghae Port are reorganized. These include strengthening links with local industries, making effective use of port hinterland areas, and expanding tourism and transportation infrastructure.

동해시는 국가 항만계획에 따른 대규모 개발은 정부와 항만당국이 주도하더라도, 항만 변화가 지역산업과 관광, 시민 생활로 이어질 수 있도록 지역 차원의 역할을 지속적으로 발굴한다는 방침이다.

Although large-scale development under the national port plan will be led primarily by the central government and port authorities, Donghae City intends to continuously identify and expand its own role so that changes at the ports translate into meaningful benefits for local industries, tourism, and the everyday lives of residents.
