동해시민의 삶, 통계로 읽고 정책에 담는다

동해시가 시민들의 실제 생활이 어떻게 달라지고 있는지 살펴보고 정책에 필요한 시민 수요를 파악하기 위해 오는 8월 12일부터 9월 1일까지 ‘2026년 동해시 사회조사’를 실시한다.

Donghae City will conduct the 2026 Donghae City Social Survey from August 12 to September 1 to examine how citizens’ daily lives are changing and to identify their needs and priorities for future municipal policies.

올해로 10회째를 맞는 사회조사는 지난 2017년 시작됐다. 주민등록인구나 사업체 수처럼 행정자료로 확인할 수 있는 수치뿐 아니라 일자리, 소득, 주거, 교통, 여가 등 시민들이 일상에서 체감하는 생활 여건과 정책 수요를 직접 묻고 이를 매년 축적한다는 데 의미가 있다.

First launched in 2017, the survey marks its 10th edition this year. Its significance lies in going beyond conventional administrative statistics, such as registered population and the number of businesses. Each year, the survey directly asks citizens about the conditions they experience in their everyday lives—including employment, income, housing, transportation, and leisure—as well as their policy needs, building a valuable long-term database.

실제 그동안의 사회조사는 동해시민이 어떤 분야의 정책을 필요로 하는지, 현재 추진 중인 정책과 생활환경을 어떻게 평가하는지를 구체적인 수치로 보여주는 역할을 해왔다.

Over the years, the survey has provided measurable data showing which policy areas Donghae citizens consider most important and how they evaluate existing municipal policies and their living environment.

2025년 조사에서는 인구 유입을 위해 필요한 방안으로 ‘기업유치’ 45.1%, ‘일자리 지원’ 29.7%가 높게 나타났으며, 이는 시민들이 지역 발전의 핵심 과제로 일자리와 지역경제를 꼽고 있다는 것을 통계로 확인한 것이다.

In the 2025 survey, 45.1% of respondents selected attracting businesses and 29.7% selected employment support as key measures needed to attract new residents. These findings statistically demonstrate that citizens regard job creation and the local economy as central priorities for Donghae’s future development.

시민 생활과 밀접한 정책의 체감 수준도 확인됐다. 같은 조사에서 현재 거주 주택 만족도는 57.4%, 상하수도·도시가스·도로 등 기반시설 만족도는 55.9%, 주거지역 내 주차장 이용 만족도는 33.1%로 나타나는 등 분야별로 시민들이 체감하는 생활환경의 수준과 개선 수요를 구체적으로 파악할 수 있었다.

The survey also measured citizens’ satisfaction with areas closely connected to everyday life. In 2025, 57.4% expressed satisfaction with their current housing, while 55.9% were satisfied with infrastructure such as water and sewer services, city gas, and roads. Satisfaction with parking facilities in residential areas stood at only 33.1%, helping the city identify areas where citizens see a greater need for improvement.

지역 정책에 대한 시민 평가에도 활용됐다. 당시 동해페이 이용 경험자 가운데 89.5%가 지역경제 활성화에 도움이 된다고 응답했으며, 관광도시로 발전하기 위해 가장 필요한 것은 ‘특색 있는 신규 관광자원 개발’이 29.8%로 가장 높아 시민들이 생각하는 분야별 정책 성과와 과제를 함께 확인했다.

The survey has also been used to evaluate local policies. Among respondents who had used Donghae Pay, 89.5% said it contributed to revitalizing the local economy. Meanwhile, 29.8% identified the development of distinctive new tourism attractions as the most important measure for Donghae to further develop as a tourism city. These results provide insight into both the achievements and future challenges of local policies from the citizens’ perspective.

행정의 시민 소통 방식도 조사 대상이다. 2024년 시정정보를 얻는 경로를 묻는 질문에서는 ‘시정소식지’가 43.1%로 가장 높았고 인터넷/SNS 20.6%, 뉴스/신문 16.0% 등의 순으로 조사돼 시민들의 정보 이용 방식과 홍보매체별 도달 정도를 파악하는 자료로 활용됐다.

The survey also examines how citizens receive information from the municipal government. In 2024, 43.1% said the city newsletter was their primary source of municipal information, followed by the internet and social media at 20.6% and news outlets and newspapers at 16.0%. The findings help the city understand citizens’ media habits and assess the reach of different public communication channels.

동해시는 이처럼 매년 축적되는 조사 결과를 통해 단순한 행정통계만으로는 확인하기 어려운 시민의 생활 만족도와 정책 수요, 인식 변화를 파악하고 있다. 특히 지역 현안과 정책 환경 변화에 맞춰 동해시 특성항목을 조정해 지역에 필요한 통계를 지속적으로 보완하고 있다.

Through these annually accumulated survey results, Donghae City is able to identify changes in citizens’ quality of life, policy needs, and public perceptions that cannot be fully captured through administrative statistics alone. The city also continues to refine Donghae-specific survey questions in response to emerging local issues and changing policy conditions.

올해 조사는 관내 표본 1,000가구의 13세 이상 가구원을 대상으로 교육·노동·소득과 소비·주거와 교통·여가 등 8개 부문 48개 항목에 대해 실시한다. 이 가운데 동해시의 지역적 특성과 정책 수요를 파악하기 위한 특성항목은 10개다.

This year’s survey will cover household members aged 13 and older from a sample of 1,000 households in Donghae. It consists of 48 questions across eight areas, including education, employment, income and consumption, housing and transportation, and leisure. Of these, 10 are Donghae-specific questions designed to identify the city’s unique local characteristics and policy needs.

조사원증을 소지한 조사원이 주말을 포함해 대상 가구를 직접 방문하며, 시민 편의를 위해 8월 12일부터 25일까지 인터넷조사와 자기기입식 조사도 병행한다.

Authorized survey personnel carrying official identification will visit selected households in person, including on weekends. For greater convenience, online surveys and self-administered questionnaires will also be available from August 12 through August 25.

이번 조사는 「통계법」 제18조에 따라 승인된 일반통계(제654002호)로, 조사 과정에서 수집된 자료는 같은 법 제33조에 따라 비밀이 철저히 보호된다. 조사 결과는 분석을 거쳐 2027년 4월 최종 발표할 예정이다.

The survey is an officially approved general statistical survey (No. 654002) under Article 18 of Korea’s Statistics Act. All information collected during the survey will be strictly protected in accordance with Article 33 of the same Act. Following analysis, the final results are scheduled to be released in April 2027.

#김정윤 부시장은 “10년간 사회조사를 이어온 것은 단순히 통계를 축적하기 위한 것이 아니라 시민들이 무엇을 필요로 하고 생활 속에서 어떤 변화를 체감하는지를 지속적으로 확인하기 위한 것”이라며 “시민의 응답이 정책의 우선순위를 판단하고 시정을 점검하는 기초자료가 되는 만큼 적극적인 참여를 부탁드린다”고 말했다.

Vice Mayor Kim Jeong-yoon said, “Conducting the social survey over the past ten years has not simply been about accumulating statistics. It has been about continuously listening to what our citizens need and understanding the changes they experience in their daily lives.”

He added, “Every response helps us determine policy priorities and assess how well the city is serving its citizens. We sincerely encourage residents to take an active part in this year’s survey.”
