동해시, 지방세입 체납관리단 출범… 체납 징수·복지 연계 본격화

- 100만 원 이하 체납자 대상 현장 중심 관리 및 맞춤형 복지 연계

동해시는 정부의 지방세입 체납관리 강화 정책에 발맞춰 현장 중심의 체납액 징수와 생계형 체납자에 대한 맞춤형 지원을 위해 ‘2026년 지방세입 체납관리단’을 올해 처음 운영한다고 밝혔다.

Donghae City announced the launch of its first-ever 2026 Local Revenue Arrears Management Team to strengthen on-site collection of overdue local taxes while providing customized support for economically vulnerable taxpayers, in line with the national policy to reinforce local revenue management.

체납관리단의 관리 대상은 100만 원 이하 지방세 및 세외수입 체납자로, 6월 말 기준 지방세는 5,179명(체납액 7억9,700만 원), 세외수입은 1,044명(체납액 2억9,300만 원)이다.

The management team will focus on taxpayers with overdue local taxes and non-tax revenues of less than KRW 1 million. As of the end of June, there were 5,179 local tax delinquents with arrears totaling KRW 797 million, and 1,044 non-tax revenue delinquents owing KRW 293 million.

시는 체계적인 체납관리와 현장 중심의 징수 활동을 강화하기 위해 공개모집을 통해 체납관리단 3명을 선발했으며, 지난 8월 3일 발대식을 갖고 본격적인 운영에 들어갔다.

To strengthen systematic arrears management and field-based collection activities, Donghae City recruited three members through a public recruitment process. Following the launch ceremony on August 3, the team officially began its operations.

체납관리단은 오는 11월까지 지방세 및 세외수입 체납자를 대상으로 전화 상담과 현장 방문을 통해 실태조사를 실시한다. 주요 역할은 체납 안내와 납부 홍보, 체납 실태 조사, 생계형 체납자의 복지서비스 연계 등이다.

Through November, the team will conduct telephone consultations and on-site visits to investigate the circumstances of taxpayers with overdue local taxes and non-tax revenues. Its primary responsibilities include providing payment guidance, promoting voluntary tax payment, assessing the causes of arrears, and connecting financially struggling taxpayers with appropriate welfare services.

특히 시는 고의로 납부를 회피하는 체납자에 대해서는 강력한 체납처분 등 엄정한 징수 활동을 추진하는 한편, 경제적 어려움으로 납부가 어려운 생계형 체납자에게는 분할 납부를 유도하고 긴급복지 지원이 필요한 경우 복지부서와 연계하는 등 맞춤형 징수와 복지 연계를 병행할 계획이다.

The city will strictly enforce collection measures, including legal administrative actions against those who intentionally evade payment. At the same time, it will encourage installment payment plans for financially distressed taxpayers and connect those in need with emergency welfare programs through relevant welfare departments, balancing fair tax enforcement with compassionate public support.

또한 올해를 시작으로 체납관리단 운영을 단계적으로 확대해 2027년부터 2029년까지는 연도별 9명의 체납관리단을 채용·운영할 계획이다. 이를 통해 체납 실태조사와 현장 중심의 징수 활동을 강화하는 것은 물론, 생계형 체납자에 대한 복지 연계 기능도 더욱 확대할 방침이다.

Beginning this year, Donghae City plans to gradually expand the program by employing and operating nine arrears management personnel annually from 2027 through 2029. This expansion aims to strengthen field investigations and collection efforts while further enhancing welfare support for economically vulnerable taxpayers.

#심현수 세무과장은 “체납관리단 운영을 통해 지방재정 확충과 생계형 체납자에 대한 복지 연계, 지역 일자리 창출이라는 세 가지 효과를 동시에 거둘 것으로 기대한다”며 “성실하게 세금을 납부하는 시민들이 상대적 박탈감을 느끼지 않도록 공정한 조세 질서를 확립하고 성실 납세 문화가 정착될 수 있도록 최선을 다하겠다”고 말했다.

Shim Hyun-soo, Head of the Taxation Division, said, “We expect the Arrears Management Team to deliver three key benefits simultaneously: strengthening local finances, expanding welfare support for financially vulnerable taxpayers, and creating local employment opportunities.” He added, “We will continue our efforts to establish a fair tax system and foster a culture of responsible tax payment so that citizens who faithfully fulfill their tax obligations are treated fairly.”
