동해시, 여름철 재난 대응력 높인다

- 물놀이·폭염·집중호우 등 각종 재난 신속 대응

- 별도 예산 없이 시스템 개선…24시간 스마트 재난 대응체계 구축

 

동해시는 여름철 물놀이 안전사고와 폭염, 집중호우 등 각종 재난 발생 시 보다 신속한 상황 판단과 현장 대응을 위해 CCTV 재난영상 공유 시스템을 기능 개선해 운영한다.

To respond more quickly to summer water-related accidents, heatwaves, torrential rain, and other emergencies, Donghae City has upgraded its CCTV disaster video sharing system, enabling faster situational assessment and on-site response.

최근 기상이변과 여름철 야외활동 증가로 재난 발생 초기 대응의 중요성이 커지는 가운데, 이번 개선은 별도 예산 없이 기존 CCTV 영상관리시스템 기능을 고도화한 것이다.

As climate change brings more extreme weather and outdoor activities increase during the summer season, the importance of rapid initial disaster response has become even greater. The latest improvement was achieved by enhancing the existing CCTV management system without requiring any additional budget.

재난 발생 시 시장을 비롯한 재난안전 책임자가 스마트폰이나 태블릿PC를 통해 시간과 장소에 관계없이 현장 영상을 실시간으로 확인할 수 있도록 했다.

When a disaster occurs, the Mayor and disaster management officials can now view live CCTV footage anytime and anywhere using smartphones or tablet PCs, allowing them to monitor emergency situations in real time.

이에 따라 휴일이나 야간에도 현장으로 이동하는 동안 사고 규모와 위험요인을 미리 파악해 보다 신속하고 정확한 초동 대응과 현장 지휘가 가능해질 것으로 기대된다.

This enables decision-makers to assess the scale of an incident and identify potential risks even while traveling to the scene, including during nights and holidays. As a result, faster initial response and more effective on-site command are expected.

시는 개인정보 보호를 위해 평상시에는 영상을 공유하지 않고 재난 발생 시에만 필요한 범위에서 운영하며, 권한 관리 등 보안체계도 강화했다.

To protect personal privacy, CCTV footage will not be shared during normal operations. Video access will be activated only when disasters occur and only within the necessary scope. The city has also strengthened its security system through strict access control and authorization management.

또한 경찰·소방·해경 등 관계기관과 재난영상과 상황 정보를 실시간 공유해 기관 간 협업과 골든타임 확보에도 적극 활용할 계획이다.

Donghae City also plans to share disaster footage and situational information in real time with related agencies, including the police, fire department, and Coast Guard, thereby strengthening interagency cooperation and helping secure the critical "Golden Time" for emergency response.

#이인섭 안전과장은 "재난은 초기 대응이 무엇보다 중요한 만큼, 현장 상황을 신속하게 공유하고 대응할 수 있는 체계를 지속적으로 강화해 시민의 생명과 재산을 지키는 안전도시 조성에 최선을 다하겠다"고 말했다.
