동해지방해양수산청, 선원기초안전 재교육 유관기관 업무협약 체결

Donghae Regional Office of Oceans and Fisheries Signs MOU to Expand Basic Safety Refresher Training for Seafarers

동해지방해양수산청(청장 박정인)은 2026년 7월 29일 강원도립대학교, 한국해양수산연수원, 수협중앙회 강릉어선안전조업국과 ‘강원권역 선원 기초안전 재교육 실시 및 활성화를 위한 업무협약(MOU)’을 체결했다고 밝혔다.

The Donghae Regional Office of Oceans and Fisheries (Commissioner Park Jeong-in) announced that on July 29, 2026, it signed a Memorandum of Understanding (MOU) with Gangwon State University, the Korea Institute of Maritime and Fisheries Technology (KIMFT), and the Gangneung Fishing Vessel Safety and Operations Center of the National Federation of Fisheries Cooperatives to establish and expand Basic Safety Refresher Training for seafarers in the Gangwon region.

선원기초안전 재교육은 「선원법」에 따라 20톤 이상 어선의 선장과 기관장이 5년마다 반드시 이수해야 하는 교육과정으로, 한국해양수산연수원이 운영하고 있다. 이 교육은 해상에서 발생할 수 있는 각종 사고에 대비하기 위한 필수 안전교육이다.

Under the Seafarers Act, captains and chief engineers serving on fishing vessels of 20 tons or larger are required to complete Basic Safety Refresher Training every five years. Operated by the Korea Institute of Maritime and Fisheries Technology, the program provides essential safety training to prepare seafarers for emergencies at sea.

그동안 강원지역에는 해당 교육을 받을 수 있는 시설이 없어 선원들은 부산에 위치한 한국해양수산연수원까지 이동해야 하는 불편을 겪어왔다. 이에 동해지방해양수산청과 관계기관들은 업무협약을 통해 강원지역에서도 교육을 받을 수 있는 기반을 마련하게 되었다.

Until now, no training facilities were available in Gangwon Province, requiring local seafarers to travel to Busan to complete the mandatory program. Through this new partnership, the participating organizations have established a foundation for delivering the training within the Gangwon region, significantly improving accessibility.

협약에 따라 동해지방해양수산청은 교육 시행에 대한 총괄과 조정을 맡고, 강원도립대학교는 이론교육 강의실과 개인생존 실습을 위한 수영장 시설을 제공한다. 한국해양수산연수원은 교육과정을 편성하고 전문 교원을 파견하며, 수협중앙회 강릉어선안전조업국은 소화 및 응급처치 실습을 위한 시설과 장비를 지원하게 된다.

Under the agreement, the Donghae Regional Office of Oceans and Fisheries will oversee and coordinate the training program. Gangwon State University will provide classrooms for theoretical instruction and swimming pool facilities for personal survival training. The Korea Institute of Maritime and Fisheries Technology will develop the curriculum and dispatch qualified instructors, while the Gangneung Fishing Vessel Safety and Operations Center will provide facilities and equipment for firefighting and first-aid training.

#박정인 동해지방해양수산청장은 “이번 업무협약을 통해 강원지역 선원들의 교육 접근성이 크게 향상되고, 선원들의 안전의식과 해상 안전역량도 함께 높아질 것으로 기대한다”고 말했다.

Commissioner #Park Jeong-in stated, “This agreement will greatly improve access to mandatory safety training for seafarers in the Gangwon region, while also enhancing their safety awareness and overall capability to respond to maritime emergencies.”
