동해시, 돌봄 공백 메운다… 초등학생 ‘틈새돌봄’ 운영

Donghae City Fills Childcare Gaps with ‘Gap Care Program’ for Elementary Students

동해시는 여름방학 기간 돌봄 공백을 최소화하고 맞벌이·한부모 가정 등 초등학생 자녀를 둔 가정의 양육 부담을 덜기 위해 이번 여름방학부터 지역아동센터와 연계한 「틈새돌봄사업」을 운영한다.

Donghae City is launching a new "Gap Care Program" during this summer vacation in partnership with local community child centers. The initiative aims to minimize childcare gaps during school breaks and ease the parenting burden for working parents and single-parent families with elementary school children.

이번 사업은 방학 기간 보호가 필요한 초등학생에게 점심과 저녁 식사를 제공하고, 학습지도와 놀이·체험 프로그램 등 다양한 돌봄서비스를 지원한다. 특히 지역아동센터를 이용하지 않는 초등학생까지 지원 대상에 포함해 돌봄 사각지대를 해소하고, 안전한 보호와 균형 잡힌 식사를 제공하는 등 보다 촘촘한 돌봄체계를 구축할 계획이다.

The program provides lunch and dinner, academic support, play activities, and hands-on learning experiences for elementary school students who need care during the vacation. Importantly, eligibility has been expanded to include children who do not currently attend community child centers, helping eliminate childcare blind spots while ensuring safe supervision and nutritious meals.

사업은 관내 4개 지역아동센터(대흥, 꽃망울, 꿈나무, 한사랑)와 연계해 방학 기간 오전 9시부터 오후 6시까지 운영된다. 돌봄이 필요한 초등학생이면 누구나 신청할 수 있으며, 맞벌이·한부모 가정 자녀를 우선 선발해 지원할 예정이다.

The program will operate from 9:00 a.m. to 6:00 p.m. throughout the school vacation in cooperation with four local community child centers—Daeheung, Kkotmangul, Kkumnamu, and Hansarang. Any elementary school student in need of care may apply, with priority given to children from working-parent and single-parent households.

이와 함께 시는 평소에도 야간 시간대(오후 10시까지) 긴급 돌봄이 필요한 아동을 위해 새힘지역아동센터를 중심으로 야간돌봄사업을 운영하는 등 아동 돌봄 안전망을 강화하고 있다.

In addition, Donghae City continues to strengthen its childcare safety net by operating an emergency nighttime care service until 10:00 p.m., centered at Saehim Community Child Center, for children who require urgent care during evening hours.

#배미경 가족과장은 "방학은 아이들에게는 쉼의 시간이지만 맞벌이·한부모 가정에는 돌봄 부담이 커지는 시기"라며 "틈새돌봄사업과 야간돌봄사업을 통해 돌봄이 필요한 아동들이 안전하고 건강한 방학을 보낼 수 있도록 지원하고, 빈틈없는 돌봄체계를 지속적으로 강화해 나가겠다"고 말했다.
