주거·교통·일자리·관광·복지 등 시민이 직접 의견 제안

시민 목소리 담아 동해시의 장기 발전계획 수립

Building Donghae's long-term development plan by reflecting the voices of its citizens.

동해시가 앞으로 도시가 어떤 방향으로 발전해야 할지 시민에게 직접 묻고, 시민의 의견을 담아 미래 발전계획을 만들어간다.

Donghae City is inviting its citizens to help determine the direction of the city's future development. By listening directly to residents, the city aims to create a long-term vision that reflects the aspirations and ideas of the community.

시는 「2040 동해 도시기본계획」 수립 과정에 시민의 다양한 의견을 반영하기 위해 오는 8월 14일까지 ‘2040 동해 도시기본계획 시민계획단’ 40명 내외를 모집한다고 밝혔다.

To ensure diverse public participation in the preparation of the "2040 Donghae Comprehensive Urban Plan," the city will recruit approximately 40 members for the Citizens' Planning Committee until August 14.

도시기본계획은 앞으로 동해시의 주거와 교통, 일자리와 산업, 관광과 복지, 환경과 안전 등 시민 생활과 도시 발전의 큰 방향을 정하는 장기계획이다.

The Comprehensive Urban Plan is a long-term strategic blueprint that sets the overall direction for Donghae's future in housing, transportation, employment, industry, tourism, welfare, environmental sustainability, public safety, and other aspects of urban development.

특히 이번에는 행정과 전문가 중심으로 계획을 수립한 뒤 시민에게 알리는 데 그치지 않고, 계획을 만들어가는 과정부터 시민이 직접 참여해 동해시의 미래를 함께 고민하고 의견을 제안한다는 데 의미가 있다.

Unlike previous planning processes led primarily by government officials and experts, this initiative encourages citizens to participate from the very beginning. Residents will actively discuss the city's future and contribute ideas throughout the planning process.

 시민계획단은 관심 분야에 따라 ▲1분과 도시·주택/교통 ▲2분과 산업·경제/교육 ▲3분과 문화·관광/복지 ▲4분과 환경·안전 등 4개 분과로 구성된다.

The Citizens' Planning Committee will be organized into four thematic working groups based on participants' interests:

Group 1: Urban Development, Housing & Transportation

Group 2: Industry, Economy & Education

Group 3: Culture, Tourism & Welfare

Group 4: Environment & Public Safety

선정된 시민들은 분과별 토론과 의견수렴을 통해 현재 동해시에 필요한 것이 무엇인지 살펴보고, 앞으로 동해시가 어떤 도시로 발전해야 하는지 함께 논의하게 된다.

Selected participants will engage in group discussions and public consultations to identify Donghae's current needs and explore the city's future vision together.

 생활 속에서 느끼는 불편과 개선사항부터 주거와 교통, 일자리와 지역경제, 교육, 문화·관광, 복지, 환경과 안전에 이르기까지 시민의 다양한 생각을 모아 미래 동해시에 필요한 정책과 발전 방향을 제안하게 된다.

Citizens will share their experiences and suggestions on everyday inconveniences, housing, transportation, employment, the local economy, education, culture, tourism, welfare, environmental protection, and public safety, helping shape practical policies and future development strategies for Donghae.

시는 시민계획단에서 나온 의견을 전문가 검토와 도시기본계획 수립 과정에 연계해 종합적으로 검토하고, 실현 가능성과 타당성이 있는 제안은 「2040 동해 도시기본계획」에 적극 반영할 계획이다.

The city will carefully review the proposals generated by the Citizens' Planning Committee in collaboration with urban planning experts. Feasible and well-supported ideas will be actively incorporated into the "2040 Donghae Comprehensive Urban Plan."

이번 시민계획단 운영은 정책을 정한 뒤 시민에게 설명하는 행정에서 나아가, 정책을 만드는 과정부터 시민의 목소리를 듣고 함께 답을 찾아가는 시민참여형 소통행정이라는 점에서도 의미가 있다.

This initiative represents a shift from simply informing citizens after policies are made to involving them throughout the policymaking process. It reflects Donghae City's commitment to participatory governance, transparent communication, and collaborative decision-making.

#김봉학 도시과장은 “도시기본계획은 앞으로 동해시가 어떤 모습으로 발전해 나갈지 큰 방향을 정하는 중요한 계획”이라며 “시민이 생활하면서 느껴온 생각과 바라는 동해시의 모습이 계획에 충분히 담길 수 있도록 다양한 연령과 계층의 시민 여러분께서 적극 참여해 주시길 바란다”고 말했다.
