Donghae City: Turning Citizens' Voices into Public Policy

민선9기 동해시가 ‘시민의 목소리가 정책이 되는 시정’을 목표로 현장 중심의 시민소통 체계를 본격적으로 가동한다.

Donghae City has officially launched a field-oriented citizen communication system under its 9th municipal administration, aiming to build a city where citizens' voices become public policy.

시는 오는 7월 27일부터 31일까지 관내 10개 동 행정복지센터를 순회하며 시민소통간담회를 개최한다. 또한 10개 동에 설치된 「시장에게 바란다」 시민소통함과 **8월 11일부터 운영되는 「열린시장실」**을 연계해 시민 의견을 상시 수렴하고 정책에 반영할 계획이다.

From July 27 to 31, the city will hold a series of Citizen Communication Meetings at all ten neighborhood administrative welfare centers. These meetings will be connected with the "Suggestions to the Mayor" proposal boxes already installed throughout the city and the Open Mayor's Office, launching on August 11, to continuously collect and reflect citizens' opinions in policymaking.

이번 시민소통간담회는 기존의 형식적인 순회행사에서 벗어나 시민들의 삶과 가장 가까운 현장에서 지역의 문제를 함께 고민하고 해결책을 찾는 데 중점을 둔다.

Unlike conventional ceremonial visits, these meetings will focus on listening directly to residents in their own communities, identifying local challenges, and exploring practical solutions together.

이정학 시장은 천곡동과 부곡동을 시작으로 삼화동, 북삼동 등 10개 동을 차례로 방문해 생활불편 사항부터 지역 현안과 발전방안까지 시민들의 다양한 의견을 직접 청취할 예정이다.

Mayor Lee Jeong-hak will begin in Cheongok-dong and Bugok-dong, then visit all ten neighborhoods, including Samhwa-dong and Buksam-dong, to hear citizens' concerns ranging from everyday inconveniences to major regional development issues.

특히 시정 설명 중심이 아닌 시민들의 질문과 제안을 듣고 함께 토론하는 현장 대화 방식으로 간담회를 운영한다.

Rather than simply presenting city policies, the meetings will emphasize interactive dialogue, allowing citizens to ask questions, offer suggestions, and discuss solutions directly with the mayor.

시민과의 소통은 간담회 이후에도 이어진다.

Citizen engagement will continue even after the meetings conclude.

시는 이미 10개 동 행정복지센터에 「시장에게 바란다」 시민소통함을 설치해 생활불편, 시정 제안, 지역 발전 아이디어 등을 시민 누구나 자유롭게 제안할 수 있도록 했다.

The city has already installed "Suggestions to the Mayor" proposal boxes at all neighborhood administrative welfare centers, enabling residents to freely submit ideas regarding daily inconveniences, municipal services, and community development.

또한 8월 11일부터 시청 1층에 「열린시장실」을 운영한다. 시민은 매주 화요일 오후 2시부터 6시까지 사전예약을 통해 시장과 직접 만나 건의사항과 고충을 상담할 수 있다. 예약은 시 홈페이지와 전화 또는 방문을 통해 가능하다.

Beginning August 11, the Open Mayor's Office will open on the first floor of City Hall. Every Tuesday from 2:00 p.m. to 6:00 p.m., citizens can meet directly with the mayor by appointment to discuss concerns, suggestions, and local issues. Reservations may be made online, by phone, or in person.

시는 시민 의견을 단순히 접수하는 데 그치지 않고 사후관리 체계도 강화한다. 접수된 의견은 분야별로 분류해 담당 부서가 검토하며, 즉시 해결 가능한 사항은 신속히 처리하고, 예산이나 제도 개선이 필요한 과제는 중장기 정책으로 관리해 시정에 반영할 계획이다.

The city will also strengthen its follow-up management system. Suggestions will be categorized and reviewed by relevant departments. Issues that can be addressed immediately will receive prompt action, while proposals requiring budget allocation or institutional reform will be managed as mid- to long-term policy initiatives.

이를 통해 동해시는 '찾아가는 소통 → 상시 제안 → 시장 직접 면담 → 정책 환류'로 이어지는 시민참여 행정체계를 구축해 시민의 제안이 실제 행정 변화로 이어지는 현장행정을 정착시켜 나갈 방침이다.

Through this process—Community Outreach → Continuous Citizen Suggestions → Direct Meetings with the Mayor → Policy Feedback—Donghae City aims to establish a citizen-centered governance model where public ideas lead to tangible administrative improvements.

#이정학 동해시장은 “시민을 만나는 것이 목적이 아니라, 그 목소리가 실제 정책 변화로 이어져야 한다”며 “시민이 있는 곳으로 찾아가고, 언제든 의견을 들을 수 있는 통로를 열어두며, 제안에 대해서는 책임 있게 답하는 시정을 만들어가겠다.”고 말했다.

Mayor Lee Jeong-hak said, "The goal is not simply to meet citizens, but to ensure that their voices lead to real policy changes. We will continue to go where our citizens are, keep communication channels open at all times, and respond responsibly to every suggestion we receive."
