동해시, 폭염 대응 '쿨루프' 시범사업 완료

동해시는 폭염 등 기후위기에 대응하고 저소득층과 독거노인 등 취약계층의 피해를 줄이기 위해 취약계층 밀집시설을 대상으로 ‘기후위기 취약계층 쿨루프(Cool Roof) 보급사업’을 추진했다고 밝혔다.

Donghae City announced the completion of its **Cool Roof Demonstration Project** for climate-vulnerable facilities, aiming to reduce the impact of extreme heat on low-income residents, seniors living alone, and other vulnerable groups while strengthening climate resilience.

쿨루프(Cool Roof)는 태양열 반사율이 높은 흰색 특수도료를 건물 옥상이나 외벽에 도포하는 공법으로, 일반적인 검은색 표면보다 표면온도를 약 28~33℃ 낮추고 실내온도는 약 1~3℃ 낮추는 효과가 있는 것으로 알려져 있다. 이에 따라 냉방에너지 절감과 도시 열섬현상 완화에도 도움이 되는 친환경 기후적응 기술이다.

A **Cool Roof** is a climate-adaptation technology that applies highly reflective white coating to rooftops or exterior walls. Compared with conventional dark-colored surfaces, it can reduce roof surface temperatures by **28–33°C (50–60°F)** and lower indoor temperatures by approximately **1–3°C**, helping reduce cooling energy consumption while mitigating the urban heat island effect.

이번 시범사업은 여름철 이용률이 높은 경로당을 대상으로 추진됐으며, 섬안경로당, 나안경로당, 등대경로당 등 총 3곳에 시공을 완료했다. 특히 나안경로당 이용자들은 “기존보다 바닥이 뜨겁지 않고 시설이 훨씬 쾌적해졌다”며 본격적인 폭염이 시작되는 7~8월에는 더욱 큰 냉방 효과를 기대하고 있다고 말했다.

The pilot project focused on senior community centers that experience high usage during the summer. Installation has been completed at **Seoman Senior Center, Naan Senior Center, and Deungdae Senior Center**. Users at Naan Senior Center reported that the floors feel noticeably cooler and the indoor environment has become much more comfortable, expressing confidence that the benefits will be even greater during the peak summer months of July and August.

동해시는 이번 사업을 통해 냉방에너지 사용량을 줄이고 온실가스 배출 감축에도 기여할 것으로 기대하고 있다. 또한 시공이 완료된 3개 경로당을 대상으로 에너지 절감 효과와 표면온도 저감 효과 등을 지속적으로 모니터링하여 사업의 실효성을 검증하고 향후 확대 여부를 검토할 계획이다.

The city expects the project to reduce cooling energy demand while contributing to lower greenhouse gas emissions. Donghae City will continue monitoring energy savings and surface temperature reductions at the three participating facilities to evaluate the project's effectiveness and determine whether the program should be expanded.
