민선 9기 첫 결재는 ‘민생’… 강릉시, 전 시민 민생안정지원금 추진

The First Executive Order of Gangneung’s 9th Local Administration Focuses on Livelihood Support

김중남 강릉시장이 취임 후 첫 결재로 ‘전 시민 민생안정지원금 지급계획’을 승인하며 민선 9기의 본격적인 출발을 알렸다. 이번 첫 결재는 시민의 삶과 지역경제 회복을 최우선 과제로 삼겠다는 시정 철학을 담고 있다.

Gangneung Mayor Kim Jung-nam officially launched the 9th local administration by approving a citywide Livelihood Stability Support Payment Plan as his first executive order after taking office. The decision reflects his commitment to placing citizens’ well-being and regional economic recovery at the center of municipal governance.

이번 사업은 고물가와 경기침체로 어려움을 겪는 시민들의 생활 안정을 지원하고 지역경제에 활력을 불어넣기 위한 민선 9기 핵심 공약이다. 시정의 첫 정책을 시민 지원으로 시작했다는 점에서 상징적인 의미를 지닌다.

The initiative is one of the administration’s signature campaign pledges, designed to ease household burdens amid inflation and economic slowdown while stimulating local commerce. Beginning the new administration with direct support for citizens underscores the city’s people-first policy direction.

강릉시는 「강릉시 민생안정지원금 지급 조례」를 제정해 제도적 기반을 마련한 뒤, 7월 강릉시의회에 조례안을 제출할 계획이다. 이어 제2회 추가경정예산을 확보하고 읍·면·동 전담창구와 신청 시스템을 구축해 신속한 지급 절차를 추진할 방침이다.

The city will establish the legal framework through a new ordinance on Livelihood Stability Support Payments, which is scheduled to be submitted to the Gangneung City Council in July. Following supplementary budget approval, dedicated service desks and an application system will be set up to ensure prompt distribution.

지원금은 강릉시에 주민등록을 둔 시민 모두에게 1인당 10만 원씩 지역화폐인 강릉페이(Gangneung Pay)로 지급하는 방안으로 추진된다. 지역화폐 사용을 통해 시민의 생활비 부담을 줄이는 동시에 골목상권과 소상공인 매출 회복에도 기여할 것으로 기대된다.

Under the plan, every registered resident of Gangneung will receive KRW 100,000 through Gangneung Pay, the city's local digital currency. The program is expected to reduce household expenses while boosting neighborhood businesses and supporting small merchants through increased local spending.

#김중남 강릉시장은 “민생안정지원금은 어려운 시기를 시민과 함께 극복하겠다는 약속이며, ‘함께 바꾸는 미래, 모두 행복한 강릉’을 향한 첫걸음”이라며 “앞으로도 시민이 일상에서 변화를 체감할 수 있는 정책을 지속적으로 추진하겠다”고 밝혔다.

Mayor Kim said, “The Livelihood Stability Support Payment represents our promise to overcome difficult times together with our citizens and marks the first step toward ‘Changing the Future Together, A Happier Gangneung for Everyone.’ He added that the city will continue implementing practical policies that citizens can truly experience in their daily lives.”
