DONGHAE, South Korea (June 30) — The transition committee for Donghae's ninth popularly elected mayor formally concluded its work Tuesday, presenting Mayor-elect Lee Jeong-hak with a comprehensive policy roadmap centered on economic growth, public welfare and sustainable urban development.

The final report outlines three strategic missions, six municipal policy goals and 50 key initiatives designed to guide the city's administration over the next four years.

The committee identified three flagship missions: transforming Donghae into a Global Maritime City, ushering in the era of a KRW 1 trillion municipal budget, and establishing a 30-minute emergency medical response system to strengthen public safety.

To support those missions, the committee adopted six policy priorities: Growing Maritime Economy, Trusted and Responsible Administration, Future-Oriented Industries, Attractive Tourism and Culture, Inclusive Education and Welfare, and A Safe City That Protects Life.

The roadmap includes initiatives to expand maritime industries through Donghae Port, Mukho Port and the Donghae Free Economic Zone while strengthening administrative transparency and fiscal capacity.

Future industry policies focus on developing an AI data center, enhancing the competitiveness of the Bukpyeong Industrial Complex and supporting innovation-driven local businesses.

Tourism and cultural development plans include transforming the Mureung area into a premier tourism destination, advancing the Hanseom resort project and expanding cultural infrastructure to attract more visitors.

Education and welfare initiatives emphasize stronger public responsibility for childcare services, cultivating local talent and improving integrated welfare services for senior citizens.

Public safety measures include establishing a citywide emergency medical response system capable of reaching patients within 30 minutes, introducing measurable environmental improvement targets and modernizing transportation infrastructure.

According to the committee, 43 of the 50 initiatives are expected to be completed during the upcoming four-year mayoral term, while the remaining seven require legislative or institutional support before full implementation.

"The proposed goals and initiatives were developed through extensive consultation with city departments and are considered highly achievable," said Vice Chair Go Seok-min. "If implemented successfully, Donghae will undergo a significant transformation over the next four years."

Mayor-elect Lee said the roadmap reflects commitments made to residents during the election campaign.

"These initiatives represent promises made to our citizens," Lee said. "My administration will work diligently to implement each of them and build a new future for Donghae together with the people."

The transition committee officially concluded its activities following the presentation of the final report, with the new municipal administration expected to begin implementing the policy agenda after the inauguration of the ninth elected mayor.
