민선 9기 동해시장직 인수위원회 종료

민선 9기 동해시장직 인수위원회는 6월 30일 오전 11시 인수위원회 사무실에서 최종보고회를 열고, 민선 9기 동해시의 3대 미션과 6대 시정 목표, 그리고 이를 실현하기 위한 50대 시정 과제를 담은 활동보고서를 이정학 동해시장 당선인에게 전달하며 공식 활동을 마무리했다.

The Transition Committee for the 9th popularly elected Mayor of Donghae held its final briefing on June 30 at 11:00 a.m. at the committee office. During the meeting, it officially presented a comprehensive report containing three core missions, six municipal policy goals, and 50 key policy initiatives to Mayor-elect Lee Jeong-hak, marking the conclusion of the committee's activities.

인수위원회가 선정한 3대 미션은 ▲글로벌 해양도시 동해 ▲예산 1조 원 시대 개막 ▲응급의료 30분 책임도시이다. 또한 6대 시정 목표는 ▲성장하는 해양경제 ▲신뢰받는 책임행정 ▲도약하는 미래산업 ▲매력적인 관광문화 ▲함께하는 교육복지 ▲생명보호 안심도시로 확정됐다.

The committee established three strategic missions: building Donghae into a Global Maritime City, opening the era of a KRW 1 trillion municipal budget, and creating a city where emergency medical services can respond within 30 minutes. It also adopted six major policy goals: a Growing Maritime Economy, Trusted and Responsible Administration, Future-Oriented Industries, Attractive Tourism and Culture, Inclusive Education and Welfare, and a Safe City that Protects Life.

6대 시정 목표를 실현하기 위해 총 50개의 핵심 시정 과제가 선정됐다. '성장하는 해양경제' 분야는 동해항과 묵호항, 경제자유구역을 활용한 해양산업 육성을 중심으로 7개 과제를 담았으며, '신뢰받는 책임행정'은 예산 1조 원 시대와 행정혁신을 위한 7개 과제로 구성됐다.

To achieve these six policy goals, the committee selected 50 key municipal initiatives. Seven initiatives focus on strengthening the maritime economy by utilizing Donghae Port, Mukho Port, and the Free Economic Zone, while another seven initiatives are dedicated to administrative innovation and realizing a KRW 1 trillion municipal budget.

'도약하는 미래산업' 분야는 AI 데이터센터 조성, 미래산업 육성, 북평산업단지 경쟁력 강화, 지역 상권 활성화 등 9개 과제로 구성됐다. '매력적인 관광문화'는 무릉권역 명품 관광지 조성, 한섬 리조트 추진, 문화예술 기반 확충 등 8개 과제를 포함하고 있다.

The Future Industry sector consists of nine initiatives, including the establishment of an AI Data Center, fostering next-generation industries, strengthening the Bukpyeong Industrial Complex, and revitalizing local businesses. The Tourism and Culture sector includes eight initiatives such as developing the Mureung area into a premium tourist destination, promoting the Hanseom Resort project, and expanding cultural and artistic infrastructure.

'함께하는 교육복지'는 돌봄서비스 공공책임제, 지역인재 양성, 어르신 통합복지 실현 등 9개 과제로 구성됐으며, '생명보호 안심도시'는 응급의료 30분 대응체계 구축, 환경개선 목표공시제 도입, 교통환경 혁신 등 시민 안전을 위한 10개 과제를 담았다.

The Education and Welfare sector includes nine initiatives such as strengthening public responsibility for childcare services, nurturing local talent, and expanding integrated welfare for senior citizens. Meanwhile, the Safe City sector presents ten initiatives, including a 30-minute emergency medical response system, an environmental improvement target disclosure program, and transportation system innovation to enhance public safety.

인수위원회는 시 관련 부서와 여러 차례 협의를 거쳐 50대 시정 과제를 확정했다. 이 가운데 43개 과제는 민선 9기 임기 내 완료가 가능한 사업으로, 나머지 7개 과제는 법과 제도 개선 등을 통해 추진 기반을 마련한 뒤 후속 사업으로 이어질 계획이다.

The committee finalized the 50 initiatives after extensive consultations with relevant municipal departments. Among them, 43 projects are expected to be completed during the four-year term, while the remaining seven require legal or institutional improvements and will establish the foundation for long-term implementation.

#고석민 인수위원회 부위원장은 "이번 시정 목표와 과제는 시와 충분한 협의를 거쳐 마련된 만큼 실현 가능성이 높다"며 "계획대로 추진된다면 4년 뒤 동해시는 시정 구호인 '새로운 동해, 시민과 함께 여는 미래'를 실현한 도시로 거듭날 것"이라고 밝혔다.

Vice Chair Go Seok-min stated, "These policy goals and initiatives were developed through close collaboration with the city administration, making them highly achievable. If implemented as planned, Donghae will truly become 'A New Donghae, Opening the Future Together with Its Citizens' over the next four years."

활동보고서를 전달받은 이정학 당선인은 "인수위원회가 마련한 시정 과제는 선거 과정에서 시민들께 드린 약속인 만큼 모든 과제를 성실히 추진해 시민과 함께 새로운 동해의 미래를 열어가겠다"고 밝혔다.

Receiving the final report, Mayor-elect Lee Jeong-hak said, "These policy initiatives represent the promises I made to the citizens during the election. I will faithfully implement each of them and work together with our citizens to build a new future for Donghae."
