“버리지 말고 다시 쓰세요” 동해시, 전입세대 종량제봉투 ‘인증마크’ 제도 시행

이사할 때 남은 종량제봉투를 버려야 했던 불편이 이제 사라진다. 동해시는 오는 7월 1일부터 전입세대를 대상으로 종량제봉투 인증마크(스티커) 제도를 도입해, 다른 지역에서 사용하던 종량제봉투를 그대로 사용할 수 있도록 지원한다.

Moving to a new city often meant throwing away unused official garbage bags. Starting July 1, Donghae City will introduce a certification sticker system that allows newly relocated households to continue using official waste bags purchased in other municipalities.

이번 제도는 사용 가능한 종량제봉투를 폐기하는 대신 재사용하도록 지원하는 생활밀착형 자원순환 정책이다. 작은 변화이지만 자원 낭비를 줄이고 친환경 생활문화를 확산하는 데 의미를 두고 있다.

The initiative is a practical recycling policy that encourages residents to reuse rather than discard still-usable garbage bags. Though simple, it reflects a meaningful commitment to reducing waste and promoting environmentally friendly daily habits.

기존에는 타 지역 종량제봉투를 동해시 봉투로 교환해 주는 방식이었지만, 앞으로는 인증마크만 부착하면 별도의 교환 없이 그대로 사용할 수 있다. 시민들의 편의는 물론 행정 절차도 한층 간소화된다.

Previously, residents had to exchange waste bags from other cities for Donghae-designated bags. Under the new system, attaching a certification sticker will be enough, eliminating the need for exchanges while making the process easier for both residents and local government.

시는 최근 원자재 가격 상승과 종량제봉투 제작비 증가에 대응하는 동시에, 사용 가능한 봉투를 재활용함으로써 불필요한 폐기물을 줄이고 예산 절감 효과도 기대하고 있다.

The city also expects the policy to address rising production costs caused by higher raw material prices. Reusing existing bags instead of replacing them is anticipated to reduce unnecessary waste while saving public funds.

인증마크는 전입신고 후 60일 이내 주소지 행정복지센터에서 발급받을 수 있으며, 가구당 최대 20매까지 지원된다. 간단한 절차만으로 남은 종량제봉투를 그대로 사용할 수 있다.

Certification stickers can be obtained at the local administrative welfare center within 60 days after completing a change-of-address registration. Each household may receive stickers for up to 20 garbage bags, allowing them to continue using their remaining bags without inconvenience.

동해시는 이번 제도가 전입세대의 생활 불편을 줄이는 것은 물론, 시민 모두가 일상에서 자원순환을 실천하는 계기가 되길 기대하고 있다. 작은 스티커 하나가 지속가능한 도시를 만드는 의미 있는 변화의 시작이 될 전망이다.

Donghae City hopes the program will not only ease the relocation process for new residents but also inspire broader participation in everyday resource recycling. A small sticker may become the starting point for a more sustainable and environmentally responsible city.
