장마철 환경오염 선제 대응

동해시가 여름철 집중호우를 틈탄 환경오염물질 불법 배출을 예방하고, 하천과 공공수역의 수질오염 사고를 사전에 차단하기 위해 오는 6월부터 8월까지 「하절기 환경오염행위 특별감시·단속」에 나선다.

Donghae City will conduct a special inspection and monitoring campaign from June through August to prevent illegal discharges of pollutants during the rainy season and proactively protect rivers and public waterways from water contamination incidents.

이번 특별감시는 장마철 환경오염 위험이 높은 사업장을 대상으로 추진된다. 주요 점검 대상은 하천과 배수로 인근의 폐수배출업소, 폐기물 취급업체, 반복적인 민원이 발생한 사업장 등이다.

Focused Monitoring of High-Risk Facilities

The campaign will target facilities considered vulnerable to environmental pollution during heavy rainfall, including wastewater-generating businesses near rivers and drainage channels, waste-handling facilities, and workplaces with a history of frequent environmental complaints.

동해시는 ▲6월 장마 전 사전점검 ▲7~8월 집중호우 기간 특별단속 ▲장마 이후 기술지원과 시설관리 지도 등 3단계 체계로 특별감시를 운영한다. 이를 통해 환경오염 사고를 예방하고 사업장의 자율적인 환경관리 역량을 높일 계획이다.

Three-Stage Monitoring System

The city will implement a three-step approach consisting of:

Pre-rainy season inspections in June,

Intensive monitoring and enforcement during July and August,

Technical support and facility management guidance after the rainy season.

This strategy aims not only to prevent pollution incidents but also to strengthen voluntary environmental management by businesses.

시는 2개 점검반, 총 4명의 전담 인력을 편성해 사전 홍보와 계도 활동을 실시한다. 장마철에는 순찰을 확대하고 환경오염 방지시설의 정상 가동 여부를 집중 확인할 예정이다. 위반 사항이 적발될 경우 관련 법령에 따라 엄정하게 조치한다.

Enhanced Patrols and Enforcement

Two inspection teams consisting of four environmental officers will conduct awareness campaigns and guidance activities. During the rainy season, field patrols will be intensified, with particular attention paid to whether pollution prevention facilities are operating properly. Any violations discovered will be subject to strict legal action.

#박화경 환경과장은 “집중호우 시기에 발생할 수 있는 환경오염 사고를 예방하기 위해 감시와 점검 활동을 강화하고 있다”며 “사업장에서도 환경책임 의식을 갖고 배출시설과 방지시설 관리에 최선을 다해 주길 바란다”고 말했다.

Park Hwa-gyeong, Director of the Environment Division, stated, “We are strengthening monitoring and inspection activities to prevent environmental pollution accidents that may occur during periods of heavy rainfall. We ask businesses to fulfill their environmental responsibilities by thoroughly managing both discharge facilities and pollution prevention systems.”

한편 동해시는 올해 초 환경오염물질 배출사업장 통합 지도·점검계획을 수립하고, 대기·폐수·폐기물 배출사업장을 대상으로 환경 관련 법규 준수 여부를 지속적으로 점검하고 있다. 시는 앞으로도 시민이 안심할 수 있는 깨끗하고 안전한 생활환경 조성을 위해 환경관리를 강화할 방침이다.

Earlier this year, Donghae City established an integrated inspection plan for pollution-emitting facilities and has been continuously monitoring compliance with environmental regulations at air emission, wastewater discharge, and waste treatment facilities. The city plans to further strengthen environmental management efforts to ensure a cleaner and safer living environment for all residents.
