“참정권 침해 논란 정면 돌파… 정부, 선관위 개혁·진상규명 칼 빼들다”

정부, 진상규명·선관위 개혁 착수… 청년 공론화도 본격 추진

정부가 6·3 지방선거 과정에서 발생한 국민참정권 침해 논란에 대해 전면적인 진상규명과 제도 개선에 나섰다. 김민석 국무총리 주재로 열린 관계장관회의에서는 선거관리 체계 전반을 점검하고, 국민 신뢰 회복을 위한 후속 조치를 강력히 추진하기로 했다.

The Korean government has launched a full-scale investigation and institutional reform process regarding allegations of violations of citizens’ voting rights during the June 3 local elections. At a ministerial meeting chaired by Prime Minister Kim Min-seok, officials agreed to review the entire election management system and implement strong follow-up measures to restore public trust.

김 총리는 “국민의 참정권은 민주주의의 근간”이라며, 이번 사태에 대한 철저한 진상규명 없이는 국민 신뢰를 회복할 수 없다고 강조했다. 정부는 검찰과 경찰이 합동수사본부를 중심으로 신속하고 엄정한 수사를 진행하도록 지시했으며, 민주질서를 훼손하는 어떠한 행위도 용납하지 않겠다는 입장을 분명히 했다.

Prime Minister Kim stressed that citizens’ voting rights are the foundation of democracy and stated that public trust cannot be restored without a thorough investigation. The government instructed prosecutors and police to conduct a swift and rigorous investigation through a joint task force, making clear that any act undermining democratic order will not be tolerated.

정부는 이번 사태의 재발 방지를 위해 사회적 공론화에도 나선다. 특히 공동 시국선언을 발표한 전국 17개 대학 학생 단체를 비롯해 청년·대학생들과 함께 선거제도 개선과 민주주의 발전 방향을 논의하는 공론장을 마련할 계획이다.

To prevent similar incidents in the future, the government plans to initiate broad public discussions. Special attention will be given to engaging young people and university students, including representatives from 17 universities that recently issued a joint declaration, to discuss electoral reforms and the future of democracy.

김 총리는 선거 관련 증거물 관리 문제에 대해서도 강한 우려를 나타냈다. 그는 “국민들이 납득할 수 있는 수준의 진상규명이 이루어져야 한다”며 선관위가 사태의 심각성을 무겁게 받아들여야 한다고 지적했다. 또한 국회에 제출된 국정조사 요구와 제도개선 논의가 정파를 초월해 추진되기를 기대한다고 밝혔다.

The Prime Minister also expressed serious concerns regarding the management and preservation of election-related evidence. He emphasized that the public deserves a level of truth-finding that is convincing and transparent, urging election authorities to recognize the gravity of the situation. He further called for bipartisan cooperation on parliamentary investigations and institutional reforms.

한편 정부는 잠실 올림픽공원 일대에서 이어지고 있는 집회에 대해서는 헌법이 보장하는 표현의 자유를 존중하되, 폭행·협박·명예훼손·강요 등 불법행위에는 엄정하게 대응하겠다는 방침을 밝혔다. 시민과 언론인, 경찰관에 대한 물리적·언어적 공격은 민주사회에서 결코 정당화될 수 없다는 점도 강조했다.

Regarding ongoing demonstrations around Seoul’s Olympic Park, the government stated that it respects freedom of expression guaranteed by the Constitution. However, it pledged firm action against unlawful acts such as assault, intimidation, defamation, and coercion. Officials stressed that physical or verbal attacks on citizens, journalists, or police officers can never be justified in a democratic society.

정부는 “참정권 침해 의혹에 대한 진상규명”과 “민주질서 수호”라는 두 가지 원칙을 동시에 지켜나가겠다고 밝혔다. 국민의 정당한 문제 제기는 경청하되, 민주주의를 훼손하는 행위에는 무관용 원칙으로 대응하겠다는 것이다. 이번 논란이 대한민국 민주주의를 한 단계 더 성숙하게 만드는 계기가 될 수 있을지 주목된다.

The government reaffirmed its commitment to two principles: uncovering the truth behind alleged voting-rights violations and protecting democratic order. While legitimate public concerns will be heard and respected, actions that threaten democracy will face a zero-tolerance response.
