강원특별자치도·강원라이즈센터, 교육부 ‘앵커(ANCHOR)’ 체계 전환 대응 본격화

강원특별자치도와 강원라이즈(RISE)센터는 6월 10일 연세대학교 미래캠퍼스에서 제21회 강원라이즈 실행위원회를 개최하고, 교육부의 새로운 지역인재 육성 정책인 ‘앵커(ANCHOR)’ 체계 개편 방향과 대응 전략을 논의했다.

Gangwon State and the Gangwon RISE Center held the 21st Gangwon RISE Executive Committee meeting on June 10 at Yonsei University Mirae Campus to discuss the Ministry of Education’s new regional talent development framework, ANCHOR, and formulate response strategies.

이번 회의는 기존 라이즈(RISE) 사업이 지역혁신 중심 지원 체계에서 지역 성장과 인재 정주를 핵심 목표로 하는 ‘앵커(ANCHOR)’ 체계로 전환됨에 따라 강원특별자치도의 선제적 대응 방안을 마련하기 위해 마련됐다.

The meeting was organized to prepare Gangwon State’s proactive response as the existing RISE program transitions from a regional innovation-focused support system to the new ANCHOR framework, which emphasizes regional growth and talent retention.

교육부가 추진하는 앵커 체계는 지역 산업과 사회가 필요로 하는 인재를 양성하고, 이들이 지역에 정착할 수 있도록 지원하는 것을 핵심으로 한다. 이는 단순한 대학 지원 정책을 넘어 지역 성장 전략과 연계된 인재 육성 정책으로 평가받고 있다.

The ANCHOR framework promoted by the Ministry of Education focuses on cultivating talent required by regional industries and communities while supporting their long-term settlement in local areas. It is regarded as a regional growth strategy that goes beyond traditional university support programs.

회의에서는 교육부의 정책 개편 방향을 공유하고 강원특별자치도의 대응 계획과 향후 추진 전략에 대한 심도 있는 논의가 이루어졌다.

During the meeting, participants shared the Ministry’s policy direction and engaged in in-depth discussions on Gangwon State’s response plans and future implementation strategies.

특히 강원특별자치도는 도내 대학들과 함께 개편 방향과 신규 사업에 대한 토론을 진행했으며, 대학들은 지역 산업 수요를 반영한 인재양성 체계 구축, 대학 간 협력 확대, 지역 정주 지원 강화 등의 다양한 의견을 제시했다.

In particular, Gangwon State conducted discussions with local universities regarding the reform and new initiatives. Universities proposed various ideas, including establishing talent development systems aligned with regional industry demands, expanding inter-university cooperation, and strengthening support for local settlement.

강원특별자치도는 기존 라이즈 사업의 성과를 바탕으로 인재 양성 기능을 더욱 강화하고, 지역 전략산업과 연계한 교육·연구 체계를 고도화할 계획이다. 또한 지역에서 배출된 인재들이 도내에 안정적으로 정착할 수 있도록 다양한 지원 정책도 확대할 방침이다.

Building on the achievements of the RISE program, Gangwon State plans to further strengthen talent development functions and advance education and research systems connected to regional strategic industries. The province will also expand support policies to help locally trained talent establish stable careers and lives within the region.

이날 회의에서는 교육부가 새롭게 추진하는 ‘5극3특 공유대학’과 ‘초광역 성장엔진 인재육성 사업’에 대한 대응 방안도 함께 논의됐다. 강원특별자치도는 도내 대학뿐만 아니라 타 시·도, 기업과의 협력을 확대해 초광역 인재양성 네트워크를 구축할 계획이다.

The meeting also addressed response measures for the Ministry’s newly launched initiatives, including the “5 Poles & 3 Special Zones Shared University Project” and the “Mega-Regional Growth Engine Talent Development Program.” Gangwon State plans to expand cooperation not only among local universities but also with other provinces and private industries to establish a broader talent development network.

#김순남 강원특별자치도 인재육성과장은 “앵커 체계는 단순한 대학 지원사업이 아니라 지역이 필요로 하는 인재를 양성하고 정착시키는 지역성장 전략”이라며 “대학과 기업, 지역사회가 함께 참여하는 강원형 인재양성 생태계를 구축해 지역과 대학이 함께 성장하는 기반을 마련하겠다”고 말했다.

Kim Soon-nam, Director of Talent Development at Gangwon State, stated, “The ANCHOR framework is not merely a university support project but a regional growth strategy that cultivates and retains the talent needed by local communities. We will build a Gangwon-style talent development ecosystem involving universities, businesses, and local communities to foster the shared growth of both regions and universities.”
