동해시장 선거를 앞두고 더불어민주당 이정학 후보가 내세운 ‘동해시 예산 1조원 시대’ 공약을 둘러싸고 실현 가능성과 정책 실체에 대한 논란이 제기되고 있다.

이 후보는 최근 각종 선거운동과 공약 발표를 통해 “동해시 예산 1조원 시대를 열겠다”고 강조하고 있다. 그러나 지역 정치권 일각에서는 해당 구호가 구체적인 재원 확보 방안이나 실행 전략 없이 숫자만을 앞세운 전형적인 선거용 구호라는 지적도 나오고 있다.

실제로 동해시 예산은 최근 수년간 꾸준한 증가세를 보여왔다. 동해시의 2025년 본예산은 약 6,028억 원 규모였으며, 2026년 본예산은 약 6,924억 원으로 전년 대비 716억 원 증가했다.

이 같은 증가 추세가 지속될 경우 향후 수년 내 예산 규모가 자연스럽게 확대될 가능성이 높다는 분석도 나온다. 국가 재정 규모 확대와 지방교부세 증가, 국·도비 확보 확대 등 일반적인 재정 성장 흐름만으로도 2030년 전후 1조 원 규모에 근접할 수 있다는 전망이 제기된다.

이에 따라 일부에서는 “예산 1조원”이라는 수치를 새로운 성과 목표처럼 제시하는 것이 실제 정책적 차별성을 보여주는 것인지에 대한 의문도 제기하고 있다.

특히 ‘예산 1조원’이 의미하는 범위가 명확하지 않다는 점도 논란의 대상이다.

통상 시민들이 이해하는 지방자치단체 예산은 본예산과 추가경정예산을 포함한 시 예산 규모를 의미한다. 반면 국가기관 투자, 공기업 투자, 민간기업 투자까지 포함한 지역 총투자 규모를 의미한다면 전혀 다른 개념이 된다.

현재 동해시에는 항만 개발사업, 철도 인프라 사업, 산업단지 조성사업, 관광개발 사업 등 다양한 국가 및 민간 투자사업이 추진되고 있다. 이를 모두 포함할 경우 지역 투자 규모는 이미 수조 원 단위로 설명될 수도 있다는 분석이 가능하다.

결국 시민들이 관심을 갖는 것은 단순한 예산 총액이 아니라는 지적도 나온다.

지역경제 활성화, 양질의 일자리 창출, 기업 유치, 청년 정착, 인구 감소 대응 등 실제 생활과 직결되는 성과가 더욱 중요하다는 것이다.

지역사회 일각에서는 “예산 규모는 정책의 결과일 뿐 목표가 될 수는 없다”며 “얼마를 쓰느냐보다 어디에 쓰고 어떤 성과를 만들어내느냐가 더욱 중요하다”는 의견도 제시되고 있다.

이에 따라 이정학 후보가 ‘예산 1조원 시대’라는 공약을 제시한 만큼, 임기 내 달성 목표와 재원 확보 방안, 사업 추진 전략, 시민 체감 효과 등에 대해 보다 구체적인 설명이 필요하다는 목소리도 커지고 있다.

Lee has repeatedly emphasized the goal during campaign events and policy announcements, presenting it as a key vision for the city’s future.

However, some observers argue that the slogan highlights a large number without providing sufficient details regarding funding sources, implementation strategies, or measurable outcomes.

Donghae City’s budget has already shown a steady upward trend in recent years. The city’s 2025 main budget stood at approximately 602.8 billion won, while the 2026 budget increased to approximately 692.4 billion won, representing a year-on-year increase of 71.6 billion won.

Based on this trajectory, analysts suggest that Donghae could naturally approach the 1 trillion won mark around 2030 even without extraordinary policy intervention.

The continued expansion of national government spending, increases in local allocation taxes, and growth in central and provincial government subsidies are expected to contribute to the city’s budget growth over time.

Critics therefore question whether presenting a “1 trillion won budget” as a flagship achievement truly represents a distinctive policy vision.

Another point of debate concerns what exactly is meant by the term “1 trillion won budget.”
