[김기하의 약속] “동해를 수소·AI 융합 제조도시로… 지역기업 매출과 청년일자리 반드시 만들겠다”

국민의힘 김기하 동해시장 후보가 동해시 미래산업 전략으로 ‘수소·AI 융합 제조도시’ 구상을 제시하며 지역기업 중심의 산업생태계 조성과 청년 일자리 창출 의지를 밝혔다.

Kim Gi-ha, People Power Party candidate for Mayor of Donghae, unveiled a vision to transform the city into a “Hydrogen–AI Convergence Manufacturing City,” emphasizing the creation of a local industry ecosystem and sustainable youth employment opportunities.

김 후보는 2026년 5월 27일 동해지역 수소 융복합에너지 연계산업 산학연협의체와 정책간담회를 갖고, 동해시 수소산업 활성화와 지역 제조기업 경쟁력 강화 방안을 집중 논의했다.

On May 27, 2026, Candidate Kim held a policy meeting with the Donghae Hydrogen Convergence Energy Industry Council, where participants discussed strategies to revitalize Donghae’s hydrogen industry and strengthen the competitiveness of local manufacturing companies.

이날 간담회에서는 ▲지역기업 우선 지원 ▲수소·AI 융합 제조혁신 ▲그린수소 기반 산업수요 확대 ▲예산 확보 및 미래산업 투자전략 등이 핵심 의제로 다뤄졌다.

Key agenda items included ▲priority support for local companies ▲hydrogen–AI manufacturing innovation ▲expansion of green hydrogen-based industrial demand ▲budget acquisition and future industry investment strategies.

김 후보는 “동해는 이미 그린수소 실증단지와 수소클러스터를 갖춘 전국 최고 수준의 수소산업 기반을 보유하고 있다”며 “이제 중요한 것은 외부기업만 성장하는 구조가 아니라 지역기업이 직접 참여하고, 그 성과가 지역 일자리와 지역경제로 연결되는 산업구조를 만드는 것”이라고 강조했다.

Kim stated, “Donghae already possesses one of the nation’s strongest hydrogen industry foundations, including a green hydrogen demonstration complex and hydrogen clusters. The key now is not allowing only outside corporations to grow, but ensuring local businesses participate directly and that the benefits return to local jobs and the regional economy.”

이어 “지역 중소기업들은 인증비 부담과 기술력, 실적 부족 등으로 수소산업 진입 자체가 쉽지 않은 현실”이라며 “산업용지 우선 배정, 시험·실증시설 사용료 감면, 기업 진입 지원예산 확대 등을 통해 지역기업 참여 기회를 실질적으로 넓히겠다”고 밝혔다.

He further noted, “Many local SMEs face difficulties entering the hydrogen industry due to certification costs, technological barriers, and lack of track records. We will substantially expand opportunities for local firms through priority industrial site allocation, reduced testing facility fees, and increased support budgets.”

특히 김 후보는 탄소중립 시대를 맞아 진행되는 쌍용C&E 동해공장의 대규모 설비 교체와 발전설비 전환 사업이 지역 제조업계에 새로운 성장 기회가 될 수 있다고 전망했다.

Candidate Kim also highlighted that the large-scale facility replacement and energy transition projects underway at the Donghae plant of SsangYong C&E could become major growth opportunities for local manufacturers in the era of carbon neutrality.

그는 “강원도와 동해시의 협력을 통해 북평산단 입주기업들이 실제 사업에 참여할 수 있도록 지원하고, 수소·AI 기반 스마트 제조산업 육성을 통해 동해의 산업 체질을 미래형으로 바꾸겠다”고 말했다.

He added, “Through close cooperation between Gangwon Province and Donghae City, we will expand opportunities for companies in the Bukpyeong Industrial Complex to participate in real projects and transform Donghae’s industrial structure into a future-oriented smart manufacturing ecosystem powered by hydrogen and AI.”

또한 “청년들이 지역에서 좋은 일자리를 찾지 못해 떠나는 구조를 반드시 바꿔야 한다”며 “수소산업과 AI 제조혁신을 통해 지역기업 매출 확대와 청년 고용 창출을 동시에 실현하겠다”고 강조했다.

Kim stressed, “We must change the reality where young people leave the region because they cannot find quality jobs. Through hydrogen industries and AI-driven manufacturing innovation, we will simultaneously increase local business revenues and create meaningful youth employment.”

정책간담회에 참석한 산학연 관계자들도 동해시가 강원 영동권 산업 전환의 핵심 거점이 될 가능성이 높다며, 지역기업 중심의 산업생태계 구축 필요성에 공감한 것으로 전해졌다.

Participants from academia, industry, and research institutes also agreed that Donghae has strong potential to become a key industrial transformation hub for the eastern Gangwon region, emphasizing the importance of building an ecosystem centered on local enterprises.
