김기하 동해시장 후보가 저출생과 인구감소 시대에 대응하기 위한 핵심 생활공약으로 「동해형 영유아·어린이 복합문화플랫폼」 조성을 제시했다.

이번 공약은 현재 운영 중인 동해시가족센터의 기능을 확대해 아이와 부모가 함께 이용할 수 있는 실내 놀이·돌봄·교육·문화 복합공간을 조성하는 것이 핵심이다.

김 후보는 “아이 키우기 좋은 도시는 단순한 복지정책을 넘어 도시의 생존 전략”이라며 “청년 부모세대가 동해에 머물고, 아이들이 안전하게 성장할 수 있는 생활환경을 만들겠다”고 밝혔다.

동해형 영유아·어린이 복합문화플랫폼에는 실내 놀이존, 장난감도서관, 키즈북카페, 공동육아나눔터, 어린이 창의체험실, AI·코딩 프로그램, 다함께돌봄센터 연계 기능, 가족문화 프로그램 등이 포함될 예정이다.

특히 이번 공약은 대규모 신규 토지매입이나 전시성 건축사업이 아니라, 기존 가족센터와 공공시설, 공공부지를 우선 활용하는 방식으로 추진된다. 김 후보는 단계적 리모델링과 증축을 통해 재정 부담을 줄이고, 생활SOC 복합화 사업과 지방소멸대응기금 등 국비 확보에 적극 나서겠다는 구상이다.

사업 규모는 연면적 약 2,000㎡, 지상 3층 규모로 검토되며, 총사업비는 약 70억~90억 원 수준으로 예상된다.

김 후보는 “현재 가족센터가 상담과 교육 중심의 기능을 수행하고 있다면, 앞으로는 아이와 부모가 상시적으로 이용할 수 있는 체험·놀이·돌봄 기능까지 확장해야 한다”며 “맞벌이 가정과 청년 부모세대가 실제로 체감할 수 있는 정책이 필요하다”고 강조했다.

이번 공약은 단순한 보육시설 확충을 넘어 아이 키우기 좋은 도시 조성, 청년 부모세대 정주여건 개선, 맞벌이 돌봄 지원 강화, 생활SOC 확충, 원도심 활성화 효과를 동시에 겨냥하고 있다.

Expanding the Existing Family Center into a Child-Friendly Hub Combining Play, Care, Education, and Culture

Donghae mayoral candidate <span style="white-space:nowrap;">Kim Gi-ha</span> has unveiled a major family-centered policy initiative aimed at addressing South Korea’s declining birthrate and regional population loss: the creation of the “Donghae Integrated Infant & Children Cultural Platform.”

The project seeks to expand the functions of the current family support center into a comprehensive community space where children and parents can enjoy indoor play, childcare support, education, and cultural activities together.

Kim stated,

“A child-friendly city is no longer just a welfare issue — it is a survival strategy for the future of the city. We must create an environment where young families can settle down and children can grow up safely and happily in Donghae.”

The proposed platform will include:

Indoor children’s play zones

Expanded toy libraries

Kids’ book cafés

Shared childcare support spaces

Creative learning and experience rooms

AI and coding education programs

Connections with community childcare centers

Family cultural and parenting programs

Unlike large-scale landmark construction projects, the initiative plans to prioritize the use of existing public facilities and public land, minimizing financial burdens through phased remodeling and expansion.

Kim also emphasized securing national funding through government “Life SOC” projects and regional revitalization funds aimed at combating population decline.

The proposed facility is expected to cover approximately 2,000 square meters across three floors, with a projected budget between 7 and 9 billion KRW.

According to Kim, the current family center mainly focuses on counseling and educational support, while many parents are asking for practical indoor spaces where children can safely play and experience learning year-round — especially during winter and periods of severe fine dust pollution.

Childcare support for dual-income families
