Gangwon State Launches Regional Public-Private-Academic Council for the Arctic Shipping Era

강원특별자치도가 다가오는 북극항로 시대를 선점하기 위한 본격적인 행보에 나섰다.

급변하는 글로벌 해상물류 지형 속에서 동해안을 새로운 북방 물류 거점으로 육성하기 위한 전략적 협력체계 구축이 시작된 것이다.

Gangwon State has officially begun taking strategic steps to prepare for the emerging Arctic shipping era.

Amid rapidly changing global maritime logistics trends, the province is building a cooperative framework aimed at transforming Korea’s East Coast into a major northern logistics hub.

강원특별자치도는 5월 20일 동해지방해양수산청과 공동으로 제2청사 환동해관 대회의실에서 ‘북극항로 준비 지역협의체’ 출범식을 개최한다고 밝혔다.

Gangwon State announced that it will hold the inauguration ceremony for the “Regional Council for Arctic Shipping Route Preparation” on May 20 at the East Sea Hall conference room of the Second Government Complex, in cooperation with the Donghae Regional Office of Oceans and Fisheries.

이날 행사에는 남진우 강원특별자치도 해양수산국장과 김채균 동해지방해양수산청장을 비롯해 항만·물류·해운 분야 관계기관, 대학, 선사, 전문가 등 산학연관 관계자 30여 명이 참석해 북극항로 시대 대응 전략을 논의했다.

The event brought together more than 30 participants from government agencies, academia, research institutes, shipping companies, and logistics organizations, including Nam Jin-woo, Director General of Maritime and Fisheries Affairs of Gangwon State, and Kim Chae-gyun, Commissioner of the Donghae Regional Office of Oceans and Fisheries.

출범식에서는 협의체 위원 위촉장 수여와 함께 북극항로 정책 동향과 강원도의 대응 방향을 공유하는 주제발표 및 전문가 토론이 이어졌다. 특히 북방물류산업진흥원 정동훈 전문위원은 “강원 항만물류 단절의 벽을 허무는 초격차 상생”을 주제로 발표하며 강원 항만의 미래 전략과 북방 물류 네트워크 구축 방향을 제시했다.

The ceremony featured the appointment of council members, keynote presentations, and expert discussions on Arctic route policies and Gangwon’s strategic response.

Jung Dong-hoon of the Northern Logistics Industry Promotion Institute delivered a keynote speech titled “Breaking the Barriers in Gangwon Port Logistics Through Hyper-Gap Cooperation,” presenting future strategies for regional ports and northern logistics networks.

강원도는 이번 협의체 출범을 계기로 정부의 북극항로 정책에 보다 능동적으로 대응하고, 동해·묵호항을 중심으로 한 환동해권 물류 경쟁력 강화에 속도를 낼 계획이다. 또한 세미나와 포럼, 심포지엄 등을 지속 개최하며 전문가 참여를 확대해 나갈 방침이다.

With the launch of the council, Gangwon State plans to respond more proactively to national Arctic shipping policies and strengthen the logistics competitiveness of the East Sea Rim region centered on Donghae and Mukho ports.

The province also intends to expand expert participation through continued seminars, forums, and symposiums.

#남진우 해양수산국장은 “북극항로 시대는 더 이상 미래의 이야기가 아니라 현실로 다가오고 있다”며 “선제적인 대응 없이는 항만 경쟁에서 뒤처질 수 있는 만큼, 강원도만의 차별화된 전략을 마련해 정부 정책에 적극 반영될 수 있도록 노력하겠다”고 강조했다.

#Nam Jin-woo, Director General of Maritime and Fisheries Affairs, stated,

“The Arctic shipping era is no longer a distant future but an approaching reality. Without proactive preparation, ports could fall behind in global competition. We will establish differentiated strategies unique to Gangwon and ensure they are reflected in national policies.”

북극을 가로지르는 새로운 항로가 열리는 시대.

강원 동해안이 대한민국 북방경제의 새로운 관문으로 도약할 수 있을지 주목된다.

As new Arctic shipping routes begin to reshape global trade, attention is turning to whether Gangwon’s East Coast can emerge as Korea’s new gateway to the northern economy.
