“영화로 배우는 청렴”… 강원도, 색다른 ‘청렴 시네마’ 교육 큰 호응

강원특별자치도가 딱딱한 법령 교육에서 벗어나, 영화와 이야기를 활용한 새로운 방식의 청렴교육을 선보이며 공직자들의 큰 호응을 얻었다.

Gangwon State introduced a new style of integrity education using movies and storytelling instead of traditional lecture-based legal training, receiving enthusiastic responses from public officials.

강원특별자치도 감사위원회는 5월 7일 춘천권 교육을 시작으로 19일 강릉권 교육까지 총 4차례에 걸쳐 ‘2026 청렴 시네마’ 교육을 운영했다고 밝혔다.

The Gangwon State Audit Commission announced that it successfully operated the “2026 Integrity Cinema” program four times, beginning in Chuncheon on May 7 and concluding in Gangneung on May 19.

이번 교육은 단순한 강의 형식이 아니라, 영화 속 장면을 함께 보며 공직자가 실제 업무에서 마주할 수 있는 윤리적 고민과 책임의 의미를 생각해보는 체감형 프로그램으로 진행됐다.

Rather than a simple lecture, the program allowed participants to watch scenes from movies together and reflect on ethical dilemmas and responsibilities that public officials may face in real work situations.

교육에서는 영화 <특종: 량첸살인기>, <정직한 후보2> 등의 장면을 활용해 진실성, 책임감, 존중, 협업 같은 청렴의 가치를 쉽고 재미있게 전달했다.

Scenes from films such as Tabloid Truth and Honest Candidate 2 were used to explain integrity-related values including honesty, responsibility, respect, and cooperation in an engaging and accessible way.

특히 실제 영화관처럼 팝콘과 음료까지 제공해 참석자들이 편안한 분위기 속에서 교육에 몰입할 수 있도록 했다. 전문 성우의 해설과 현장 진행도 더해져 교육 효과를 높였다는 평가다.

To create a real cinema atmosphere, popcorn and drinks were provided, helping participants immerse themselves comfortably in the program. Professional voice narration and live facilitation also enhanced the educational experience.

당초 권역별 1회씩 예정됐던 교육은 직원들의 높은 관심으로 인해 춘천과 강릉에서 각각 2회씩 확대 운영됐다.

Originally planned as one session per region, the program was expanded to two sessions each in Chuncheon and Gangneung due to overwhelming interest from employees.

이번 교육에는 본청과 직속기관, 사업소 공무원 등 약 600명이 현장에 참석했고, 온라인 참여자 400여 명까지 포함해 총 1,000여 명이 함께했다.

About 600 officials from the provincial headquarters and affiliated agencies attended in person, while another 400 joined online, bringing total participation to around 1,000 people.

강원도는 특히 영동권 직원들의 이동 부담을 줄이기 위해 강릉에서도 별도 대면 교육을 열고, 온라인 생중계를 병행해 접근성을 높였다.

To reduce travel burdens for employees in the Yeongdong region, the province also held separate in-person sessions in Gangneung while simultaneously providing live online streaming for easier access.

19일 강릉 교육 현장에 참석한 김광래 경제부지사는 “청렴은 단순한 규제가 아니라 강원도의 가장 강력한 경쟁력”이라고 강조했다.

Kim Gwang-rae, Vice Governor for Economic Affairs, who attended the Gangneung session on May 19, emphasized that “Integrity is not merely regulation, but the strongest competitiveness of Gangwon State.”

그는 이어 “공직사회가 투명하고 신뢰받을 때 기업이 투자하고 도민도 정책을 믿게 된다”며 “이번 교육이 공직자로서 책임과 진실성을 다시 돌아보는 계기가 되길 바란다”고 말했다.

He added, “When public institutions are transparent and trustworthy, businesses invest and citizens trust policies,” expressing hope that the program would encourage officials to reflect on their responsibilities and honesty.

강원특별자치도 감사위원회는 앞으로도 공직자들이 공감하고 자발적으로 참여할 수 있는 다양한 체감형 청렴교육을 지속적으로 확대해 나갈 계획이다.

The Gangwon State Audit Commission plans to continue expanding practical and engaging integrity education programs that encourage voluntary participation and genuine empathy among public officials.
