Pledges Include a Second Campus of Gangwon Science High School and a New Elementary School in Hoesan District

■ 강삼영 강원특별자치도교육감 예비후보는 12일 오전 10시 강릉시청 앞에서 기자회견을 열고 강릉 지역 교육 발전을 위한 6대 핵심 공약을 발표했다.

■ Preliminary candidate Kang Sam-young for Superintendent of Education of Gangwon Special Self-Governing Province held a press conference in front of Gangneung City Hall at 10 a.m. on the 12th, unveiling six key pledges aimed at advancing education in the Gangneung region.

■ 강 예비후보는 이날 “강릉은 아름다운 자연환경과 깊은 역사, 풍부한 교육·문화 자원을 갖춘 동해안 대표 도시”라며 “전통문화와 첨단산업, 미래형 교육이 함께 성장하는 강릉형 미래교육 체계를 구축하겠다”고 밝혔다.

■ Candidate Kang stated, “Gangneung is a representative East Coast city blessed with beautiful natural scenery, rich history, and abundant educational and cultural resources,” adding, “We will establish a Gangneung-style future education system where traditional culture, advanced industries, and future-oriented education grow together.”

1. 회산지구 초등학교 신설

1. Establishment of a New Elementary School in Hoesan District

■ 첫 번째 공약으로 ‘회산지구 초등학교 신설’을 발표했다.

■ The first pledge announced was the establishment of a new elementary school in Hoesan District.

강 예비후보는 “회산지구 개발에 따른 학생 배치 불균형과 원거리 통학, 과밀학급 문제를 해결하겠다”며 “기존 학교를 이전하여 회산지구에 초등학교를 설립하겠다”고 약속했다.

Candidate Kang pledged to resolve issues such as unbalanced student distribution, long commuting distances, and overcrowded classrooms caused by the development of Hoesan District, promising to relocate an existing school and establish a new elementary school in the area.

2. 강원과학고 제2캠퍼스 설립

2. Establishment of a Second Campus of Gangwon Science High School

■ 두 번째 공약으로 ‘강원과학고 제2캠퍼스 설립’을 제시했다.

■ The second pledge was the establishment of a second campus of Gangwon Science High School.

강 예비후보는 “강릉은 KIST 강릉분원과 해양·바이오·천연물 산업, 기후·에너지 연구 기반 등 우수한 과학 인프라를 갖추고 있다”며 “강원과학고 제2캠퍼스를 설립해 AI·데이터·바이오·기후환경 분야 미래 과학인재를 육성하겠다”고 말했다.

Candidate Kang noted that Gangneung possesses excellent scientific infrastructure, including the Gangneung branch of KIST, marine and bio industries, natural product research, and climate-energy research facilities. He said the second science high school campus would nurture future talents in AI, data science, biotechnology, and climate environment studies.

또한 지역 중학생 대상 과학영재 프로그램 운영을 통해 과학·AI 교육 기회를 확대하겠다고 밝혔다.

He also promised to expand science and AI education opportunities through gifted science programs for local middle school students.

3. 강릉교육문화관 이전·확장

3. Relocation and Expansion of the Gangneung Education & Culture Center

■ 세 번째 공약은 ‘강릉교육문화관 이전·확장’이다.

■ The third pledge focuses on relocating and expanding the Gangneung Education & Culture Center.

강 예비후보는 “기존 교육문화시설은 미래 교육 수요를 감당하기에 한계가 있다”며 “강릉교육문화관을 신도심으로 이전해 디지털도서관, AI학습관, 메이커스페이스, 청소년 문화예술·진로체험 공간 등을 갖춘 미래형 복합 교육문화 플랫폼으로 조성하겠다”고 밝혔다.

Candidate Kang explained that current educational and cultural facilities are insufficient to meet future demands. He pledged to relocate the center to a newly developed urban area and transform it into a future-oriented complex platform featuring a digital library, AI learning center, makerspace, and youth cultural arts and career-experience spaces.

4. 직업교육 중심 특수학교 설립

4. Establishment of a Vocational Education-Oriented Special School

■ 네 번째로는 ‘직업교육 중심 특수학교 설립’을 약속했다.

■ The fourth pledge was the establishment of a vocational education-oriented special school.

그는 “장애학생의 진로·직업교육 기회와 특수교육 인프라가 부족한 현실을 개선하겠다”며 “오성학교는 유치부·초등부·중학부 중심으로 운영하고, 고등부 및 전공과 과정 중심의 직업교육 특수학교를 신설해 과밀 문제를 해소하고 자립형 교육체계를 구축하겠다”고 말했다.

He said the plan aims to improve the lack of career and vocational education opportunities and special education infrastructure for students with disabilities. Osung School would continue operating mainly for kindergarten, elementary, and middle school students, while a new vocational special school focusing on high school and advanced courses would be established.

특히 바리스타·제과·목공·스마트농업·문화예술 분야 실무교육과 지역 기업·기관 연계 현장실습 확대를 통해 졸업 이후 취업과 자립까지 지원하겠다고 강조했다.

He especially emphasized practical training programs in barista skills, baking, woodworking, smart farming, and cultural arts, alongside expanded internships linked to local companies and institutions to support employment and independent living after graduation.

5. 주문진 IB교육특구 운영

5. Operation of Jumunjin IB Education Special Zone

■ 다섯 번째 공약으로는 ‘주문진 IB교육특구 운영’을 제시했다.

■ The fifth pledge proposed the operation of a Jumunjin IB Education Special Zone.

강 예비후보는 “미래사회는 사고력과 문제해결력, 협업 능력을 요구한다”며 “주문진 지역 학교를 IB 관심학교·후보학교·인증학교로 단계적으로 확대하고 토론·논술·탐구 중심 수업을 강화하겠다”고 밝혔다.

Candidate Kang stated that future society demands critical thinking, problem-solving, and collaboration skills. He pledged to gradually expand schools in Jumunjin into IB interest, candidate, and certified schools while strengthening discussion-, writing-, and inquiry-based learning.

또한 영어·인문·해양생태 연계 프로젝트 교육을 통해 학생 주도형 학습문화를 정착시키겠다고 설명했다.

He added that project-based learning connected with English, humanities, and marine ecology would help establish a student-led learning culture.

6. 해양바이오 인재양성 진로트랙 구축

6. Establishment of a Marine Bio Talent Development Career Track

■ 마지막으로 ‘해양바이오 인재양성 진로트랙 구축’을 공약했다.

■ Lastly, Candidate Kang pledged to establish a marine bio talent development career track.

강 예비후보는 “강릉은 동해안 해양자원과 천연물 바이오 산업의 중심지로 성장하고 있지만, 지역 산업과 교육을 연결하는 체계는 부족하다”며 “지역 기업·공공기관, 강원대 강릉원주캠퍼스와 연계해 교육과 취업이 연결되는 진로체계를 구축하겠다”고 말했다.

He explained that although Gangneung is growing into a hub for East Coast marine resources and natural bio industries, systems linking local industries with education remain insufficient. He pledged to establish a career pathway connecting education and employment through cooperation with local companies, public institutions, and the Gangneung-Wonju campus of Kangwon National University.

아울러 “전공심화 프로젝트 수업과 대학 연계 공동수업, 현장체험 및 인턴십을 확대해 지역인재의 수도권 유출을 줄이고 강릉형 해양바이오 교육생태계를 조성하겠다”고 덧붙였다.

He further stated that advanced major projects, joint university classes, field experiences, and internships would be expanded to reduce the outflow of local talent to the Seoul metropolitan area and create a Gangneung-style marine bio education ecosystem.

■ 강 예비후보는 “교육은 지역의 미래를 만드는 가장 강력한 힘”이라며 “아이들이 지역에서 배우고 성장하며 꿈을 펼칠 수 있는 강릉형 미래교육을 반드시 실현하겠다”고 밝혔다.

■ Candidate Kang concluded, “Education is the most powerful force in shaping a region’s future,” adding, “I will 반드시 realize a Gangneung-style future education system where children can learn, grow, and pursue their dreams within their own community.”
