강원특별자치도 감사위원회는 7일 도청 별관 대회의실에서 도 소속 공직자를 대상으로 ‘2026년 청렴 시네마 교육’을 개최했다.

The Audit Committee of Gangwon State held the “2026 Integrity Cinema Education Program” on May 7 at the conference hall of the provincial government annex building for public officials affiliated with the province.

이번 교육은 기존 강의 중심의 청렴교육에서 벗어나 영화 콘텐츠를 활용해 청렴을 쉽고 자연스럽게 이해하고 공감할 수 있도록 마련되었으며, 단순 이론 전달을 넘어 공직자의 행동 변화와 실천 의지 강화를 목표로 운영되었다.

 This program was designed to move away from conventional lecture-based integrity education by utilizing film content to help participants understand and empathize with integrity in a more natural and accessible way. Beyond simply delivering theory, the initiative aimed to encourage behavioral change and strengthen the willingness of public officials to practice ethical values in real situations.

당초 권역별 1회 운영 예정이었으나 직원들의 높은 관심과 참여 신청으로 당초 예상보다 2배가 넘는 인원이 신청함에 따라, 원활한 교육 운영과 집중도 제고를 위해 2회차로 확대 운영하는 등 시작 전부터 큰 관심을 모았다.

 Originally planned as a single session for each region, the program drew more than twice the expected number of applicants due to strong interest among employees. To ensure smooth operation and enhance participant engagement, the organizers expanded the program into two sessions, reflecting its popularity even before it began.

이날 교육은 전문 성우와 아나운서의 진행으로 <특종: 량첸살인기>, <정직한 후보 2> 등 영화 속 주요 장면을 함께 관람하며 공직자가 실제 업무 과정에서 마주할 수 있는 윤리적 딜레마 상황 속에서 공정, 책임, 존중 등의 가치에 대해 함께 고민하는 시간으로 진행되었다.

 Hosted by professional voice actors and announcers, the session featured screenings of key scenes from films such as Tabloid Truth (특종: 량첸살인기) and Honest Candidate 2 (정직한 후보 2). Participants reflected together on values such as fairness, responsibility, and respect while considering ethical dilemmas that public officials may encounter in their daily 업무.

감사위원회는 실제 영화관과 같은 분위기 조성을 위해 참석자들에게 팝콘과 음료를 제공하는 등 편안한 교육 환경을 마련하여 직원들의 높은 몰입과 호응을 이끌어냈다.

 To recreate the atmosphere of a real movie theater, the Audit Committee provided popcorn and beverages for participants, creating a relaxed learning environment that led to high levels of immersion and positive responses from attendees.

교육에 참석한 한 직원은 “업무 중 잠시 영화를 보며 휴식하는 느낌으로 참여했는데, 그 안에서 자연스럽게 청렴의 의미를 다시 생각해보게 되었다”며, “딱딱한 청렴교육이라는 기존 인식이 많이 달라졌고 영화관 같은 편안한 분위기 덕분에 교육 내용이 더 깊이 와 닿았다”고 소감을 전했다.

 One participant shared, “It felt like taking a short break from work to watch a movie, but through the experience I naturally found myself reflecting again on the meaning of integrity.” The employee added, “My perception of integrity education as something rigid and formal changed significantly, and the comfortable movie-theater atmosphere made the message resonate much more deeply.”

#정일섭 감사위원장은 “청렴 교육은 단순히 규정을 전달하는 것이 아니라, 실제 상황에서 공직자가 올바른 판단을 할 수 있도록 공감과 체험 중심으로 접근하는 것이 중요하다”며 “앞으로도 공직사회에 청렴 문화가 자연스럽게 스며들 수 있도록 체감형 교육 프로그램을 지속적으로 발굴·운영해 나가겠다”고 밝혔다.

 Jeong Il-seop, Chairperson of the Audit Committee, stated, “Integrity education should not merely focus on delivering regulations. It is important to adopt an empathy- and experience-centered approach so that public officials can make the right judgments in real situations.” He added, “We will continue to develop and operate experiential programs that allow a culture of integrity to naturally take root throughout the public sector.”

한편, 감사위원회는 오는 19일 강릉권 공직자들을 대상으로 강릉 제2청사에서 권역별 ‘청렴 시네마’ 교육을 이어갈 예정이다.

 Meanwhile, the Audit Committee plans to continue the regional “Integrity Cinema” program on May 19 for public officials in the Gangneung area at the Gangneung Second Government Complex.
