“천곡동 중학교 신설·동해교육문화관 조성·수소 인재 양성 추진”

■ 강삼영 강원도교육감 후보가 6일 오전 자신의 고향인 동해시의 미래 교육 비전을 담은 지역 공약을 발표했다.

■ Kang Sam-young, candidate for Superintendent of Education in Gangwon State, unveiled a comprehensive education pledge package for his hometown, Donghae, on May 6.

■ 현재 동해시는 전체 인구의 약 33%가 천곡동에 거주하고 있음에도 불구하고 중학교가 없는 반면, 묵호와 북평 지역에는 7개의 중학교가 집중되어 있다. 이에 대해 강 후보는 “중학교 신설과 함께 신시가지인 천곡동의 교육·문화시설 부족 문제도 반드시 해결해야 한다”고 강조했다.

■ Although nearly 33 percent of Donghae’s population resides in Cheongok-dong, the district currently has no middle school, while seven middle schools are concentrated in the Mukho and Bukpyeong areas. Kang stressed that the imbalance in educational infrastructure, along with the lack of cultural facilities in the rapidly growing district, must be addressed urgently.

■ 강 후보는 또 “동해는 대한민국 수소·청정에너지 산업의 핵심 거점으로 성장하고 있으며, 2028년까지 동해·삼척 지역에 국내 1호 수소 저장·운송 특화단지가 조성될 예정”이라며 “지역 산업과 연계된 미래형 인재 양성이 필요하다”고 밝혔다.

■ Kang also noted that Donghae is rapidly emerging as a major hub for Korea’s hydrogen and clean energy industries, with the nation’s first hydrogen storage and transportation cluster scheduled to be established in the Donghae–Samcheok region by 2028. He emphasized the need to cultivate future-oriented talent directly linked to regional industries.

■ 이에 따라 강 후보는 주요 공약으로 ▲천곡동 중학교 이전·신설 및 교육문화복합시설 건립 ▲동해교육문화관 신설 ▲동해·삼척 수소·청정에너지 교육벨트 구축 ▲수산업·국제물류 특성화학과 신설 ▲광희중·고 정상화 지원 등을 제시했다.

■ 강 후보는 “동해중학교를 천곡동으로 이전·신설해 학군 불균형을 해소하고 학생들의 통학환경을 개선하겠다”며 “주민 수요에 맞는 미래형 교육문화복합시설도 함께 구축하겠다”고 밝혔다.

■ Kang stated that relocating and establishing Donghae Middle School in Cheongok-dong would help resolve school district imbalance and improve commuting conditions for students. He added that a future-oriented education and culture complex tailored to local community needs would also be built.

■ 아울러 강 후보는 ‘동해교육문화관 신설’ 공약도 발표했다. 그는 “아이들에게는 독서토론과 AI 학습, 진로체험 프로그램을 제공하고 지역 주민들에게는 평생교육 강좌를 운영하는 열린 문화공간이 필요하다”고 말했다.

■ Kang also pledged to establish the Donghae Education & Culture Center, explaining that it would serve as an open community hub offering debate-based reading programs, AI learning, and career exploration opportunities for students, while also providing lifelong education programs for local residents.

■ 수소·청정에너지 산업과 관련해서는 대학과 연계한 계약학과 도입과 고교 심화 프로젝트 수업 운영을 추진하고, 졸업 후에는 기업 및 공공기관과 협력한 지역인재 취업 확대도 지원하겠다고 밝혔다.

■ Regarding the hydrogen and clean energy sector, Kang proposed the introduction of university-linked contract departments and advanced high school project programs. He also pledged to expand employment opportunities for local students through partnerships with companies and public institutions.

■ 특성화고 활성화 방안도 함께 제시됐다. 강 후보는 동해상업고에 수산업·국제물류 특성화학과를 신설해 해양·물류 중심의 실무형 인재를 양성하겠다는 계획을 밝혔다.

■ Kang further proposed revitalizing vocational education by establishing a fisheries and international logistics specialization department at Donghae Commercial High School, aimed at nurturing practical professionals for the marine and logistics industries.

■ 지난 4년간 답보 상태에 머물러 있는 광희중·고 문제에 대해서도 강 후보는 “안정적인 교육환경 조성과 학교 정상화를 위해 적극 지원하겠다”며 “지역과 함께하는 교육을 실현하겠다”고 강조했다.

■ Addressing the long-standing issues surrounding Gwanghui Middle and High School, Kang promised active support for normalization efforts and the establishment of a stable educational environment, emphasizing his philosophy of “education growing together with the community.”
