동해시, 동해항·배후물류지·KTX 연계한 산업물류 거점도시 도약 본격화

Donghae City Accelerates Leap Toward a Global Logistics Hub Linking Port, Hinterland, and KTX

동해시는 동해항과 배후물류지, 동해선 KTX 고속화 사업을 연계한 산업물류 거점도시 도약 전략을 본격화하고 있다고 밝혔다.

Donghae City announced that it is accelerating its strategy to transform into a key industrial logistics hub by linking Donghae Port, its logistics hinterland, and the high-speed KTX project on the Donghae Line.

철도 접근성 개선과 항만 기능 확충, 배후물류 기반 조성을 하나의 축으로 묶어 환동해권 복합물류 체계를 강화해 나간다는 방침이다.

The city aims to strengthen a multimodal logistics system in the East Sea Rim region by integrating improved rail accessibility, expanded port functions, and the development of logistics hinterlands.

먼저 철도 부문에서는 강릉~삼척 동해선 KTX 고속화 사업이 2026년 2월 예비타당성조사를 통과하면서, 동해시가 철도 접근성을 기반으로 산업·물류 기능을 확대할 수 있는 전환점을 마련했다.

In the railway sector, the Gangneung–Samcheok Donghae Line KTX high-speed project passed the preliminary feasibility study in February 2026, marking a turning point for Donghae to expand its industrial and logistics functions based on improved rail connectivity.

동해시는 이번 KTX 고속화가 이동시간 단축과 물류 이송 효율 향상, 역세권 기능 재편을 동시에 이끌 수 있을 것으로 보고 철도와 항만이 결합된 산업물류 거점 전략을 중장기적으로 구체화하고 있다.

The city expects the KTX upgrade to reduce travel time, improve logistics efficiency, and reshape station-area functions, and is developing mid- to long-term strategies to integrate rail and port logistics.

항만 부문에서도 성장 흐름이 이어지고 있다. 동해지방해양수산청에 따르면 2025년 동해·묵호항 물동량은 총 2,812만 톤으로 전년 2,700만 톤보다 4.2% 증가했고, 여객은 20만 4,000명으로 전년보다 8.9% 늘었다.

Growth is also evident in the port sector. According to the Donghae Regional Office of Oceans and Fisheries, cargo throughput at Donghae and Mukho ports reached 28.12 million tons in 2025, up 4.2% from the previous year, while passenger traffic increased by 8.9% to 204,000.

동해권 항만의 성장세가 확인되면서 동해항은 에너지·원자재 수송뿐 아니라 환동해권 복합물류 거점항으로서 기능 확대 가능성을 높이고 있다.

With steady growth confirmed, Donghae Port is expanding its potential beyond energy and raw material transport into a key multimodal logistics hub in the East Sea Rim region.

동해신항 개발도 속도를 내고 있다. 동해지방해양수산청은 2026년 동해신항 건설에 1,390억 원을 투입하고, 전체 예산도 2,500억 700만 원으로 전년 대비 104.8% 증액해 항만 인프라 확충에 집중하고 있다.

Development of Donghae New Port is also accelerating. In 2026, the government plans to invest KRW 139 billion, with the total budget increased by 104.8% year-on-year to KRW 250.07 billion to expand port infrastructure.

배후물류지 조성도 산업물류 전략의 핵심 축이다. 동해시는 송정·나안동 일원 육상항만구역 88만㎡와 배후 물류단지 33만㎡ 등 총 121만㎡ 규모를 대상으로 항만형 자유무역지역 지정을 추진하고 있다.

The development of logistics hinterlands is another key pillar. Donghae is promoting designation as a port-type Free Trade Zone for a total area of 1.21 million㎡, including 880,000㎡ of inland port area and 330,000㎡ of logistics complex in Songjeong and Naan-dong.

이 가운데 배후물류단지 33만㎡에는 보상을 포함해 총 1,551억 원이 투입될 것으로 추정되며, 철도와 항만을 연계한 복합 물류기능 집적을 목표로 하고 있다.

Approximately KRW 155.1 billion is expected to be invested in the 330,000㎡ logistics complex, aiming to integrate multimodal logistics functions connecting railways and ports.

시는 2024년 동해항 자유무역지역 지정 용역 최종 보고회를 통해 동해항과 배후지를 항만배후단지로 지정한 뒤 자유무역지역으로 확대 지정하는 방안을 구체화했다.

In 2024, through the final report on the Free Trade Zone designation study, the city outlined plans to designate Donghae Port and its hinterland as a port hinterland complex and expand it into a Free Trade Zone.

이를 위해 강원특별법 3차 개정에 반영된 항만배후단지 지정 특례를 고도화하고, 최근 4차 개정을 추진하는 등 제도적 기반 강화에도 나서고 있다.

To support this, the city is enhancing institutional frameworks, including upgrading special provisions in the third revision of the Gangwon Special Act and pursuing a fourth revision.

동해시는 KTX 고속화, 동해항 성장, 배후물류지 조성이 동시에 추진되는 현재를 산업물류 구조 전환의 적기로 보고 있다.

Donghae sees the simultaneous progress of KTX upgrades, port growth, and logistics development as a critical window for transforming its industrial logistics structure.

철도는 내륙 연결성을 높이고, 항만은 해상 물류 경쟁력을 강화하며, 배후물류지는 기업 유치와 가공·유통 기능을 담당하는 만큼, 세 축이 결합될 경우 환동해권 산업물류 거점도시로 도약할 수 있을 것으로 기대된다.

Railways will enhance inland connectivity, ports will strengthen maritime logistics competitiveness, and logistics complexes will support business attraction and processing/distribution functions—together positioning Donghae as a key logistics hub in the East Sea Rim.

“동해항의 경쟁력 강화와 배후물류지 조성, KTX 고속화가 맞물리면 동해는 해상과 철도를 아우르는 복합 산업물류 도시로 성장할 수 있다”며

“실질적인 기업 유치와 물류 기능 확대 성과로 이어지도록 행정력을 집중하겠다”고 말했다.

Shin Young-sun, Director of the Economic and Industrial Bureau, stated,

“With strengthened port competitiveness, logistics hinterland development, and KTX upgrades combined, Donghae can grow into a multimodal industrial logistics city integrating sea and rail transport,”

adding, “We will focus administrative efforts on attracting businesses and expanding logistics functions.”
