“강원-전북, ‘특별자치 연합’ 시동… 교차기부·입법 공조로 지방시대 판 바꾼다”

강원-전북 특별자치 발전 합동 워크숍 개최

Gangwon–Jeonbuk Joint Workshop on Special Self-Governing Development Held

강원특별자치도와 전북특별자치도(이하 ‘전북’)는 ‘특별자치’ 발전과 상생협력 강화를 위해 「강원-전북 특별자치도 공무원 합동 워크숍」을 4월 29일부터 30일까지 2일간 영월 탑스텐리조트동강시스타 일원에서 개최했다.

Gangwon State and Jeonbuk State (hereinafter “Jeonbuk”) held the “Gangwon–Jeonbuk Joint Workshop for Special Self-Governing Officials” for two days from April 29 to 30 at Top’s Ten Resort Donggang Cistar in Yeongwol, aiming to promote the development of special self-governance and strengthen mutual cooperation.

이번 합동 워크숍은 지난 2024년 강원(홍천), 2025년 전북(부안)에 이어 세 번째로 열리는 정기 교류 행사로, 양 도의 특별자치 관계 공무원 50여 명이 참석했다.

This joint workshop marked the third regular exchange event following those held in Hongcheon, Gangwon in 2024 and Buan, Jeonbuk in 2025, with around 50 officials related to special self-governance from both provinces in attendance.

○ 첫날인 29일에는 지역소멸 위기 극복을 위한 ‘고향사랑기부제 교차 기부’ 행사가 진행돼 상생의 의미를 더했다. 또한 양 도의 핵심 현안인 ‘특별법 추진 상황 및 향후 계획’에 대한 발표와 심도 있는 토의가 이어졌다.

On the first day, April 29, a “cross-donation event under the Hometown Love Donation System” was held to address the crisis of regional depopulation, adding significance to mutual cooperation. Presentations and in-depth discussions were also conducted on key issues of both provinces, including the progress and future plans of special legislation.

○ 둘째 날인 30일에는 최근 영화 ‘왕사남’으로 주목받고 있는 영월의 대표 역사·문화 자원인 청령포, 장릉, 선돌 등을 함께 견학하며 지역 문화에 대한 상호 이해를 넓히는 시간을 가졌다.

On the second day, April 30, participants visited major historical and cultural sites in Yeongwol—including Cheongnyeongpo, Jangneung Royal Tomb, and Seondol Rock, recently highlighted by the film “Wangsnam”—to enhance mutual understanding of regional culture.

#조영호 강원특별자치도 특별자치국장은 “이번 워크숍은 강원과 전북이 특별자치도라는 공통분모 아래 실질적인 입법 성과와 정책 노하우를 공유하는 소중한 기회가 될 것”이라며, “앞으로도 양 도가 긴밀히 협력해 지역 주도의 진정한 자치분권을 실현해 나가겠다”고 밝혔다.

Cho Young-ho, Director General of the Special Self-Governance Bureau of Gangwon State, stated, “This workshop will serve as a valuable opportunity for Gangwon and Jeonbuk to share tangible legislative achievements and policy know-how under the common framework of special self-governing provinces,” adding, “Both provinces will continue close cooperation to realize genuine, region-led decentralization.”
