Donghae City Expands AI-Powered Welfare Checks with On-Site Response System

고령화와 1인가구 증가로 고독사 위험이 커지는 가운데, 동해시가 ‘AI 기반 안부확인 서비스’를 한 단계 업그레이드하며 전국 지자체 중에서도 선도적인 대응에 나섰다.

Amid rising risks of solitary deaths due to aging and the increase in single-person households, Donghae City has taken a leading step among local governments by upgrading its AI-based welfare check service.

동해시는 오는 4월부터 고독사 위험가구를 대상으로 안부확인 서비스를 확대 운영한다. 이번 확대는 단순한 전화 확인이나 데이터 모니터링을 넘어, 이상 징후가 감지될 경우 즉시 현장으로 출동하는 대응 체계를 포함한다.

Starting in April, Donghae City will expand its welfare monitoring service for households at risk of solitary death. The upgrade goes beyond simple phone calls and data monitoring, introducing an immediate on-site response system when abnormal signs are detected.

이번에 도입되는 체계는 ‘안부확인서비스 관제센터’를 중심으로 운영되며, 위기 상황 발생 시 신속한 현장 대응이 가능하도록 설계됐다.

The newly introduced system is operated through a centralized monitoring center, enabling rapid on-site response in emergency situations.

동해시는 이미 2024년 9월부터 한국전력공사 동해지사와 (재)행복커넥트와의 협력을 통해 AI 기반 고독사 예방 서비스를 운영해왔다.

Since September 2024, Donghae City has been operating an AI-based solitary death prevention service in cooperation with Korea Electric Power Corporation (Donghae branch) and Happy Connect Foundation.

전력 사용량, 휴대전화 통신 및 앱 사용 데이터 등을 분석해 이상 징후를 감지하면, AI 전화 확인과 함께 복지 담당자의 현장 방문으로 이어지는 구조다.

The system analyzes electricity usage, mobile communication, and app usage data to detect anomalies, triggering AI phone calls followed by on-site visits by welfare officials.

현재까지 약 100여 명의 고위험군을 상시 관리하고 있으며, 총 64건의 현장 방문 조치가 이루어졌다.

So far, around 100 high-risk individuals have been continuously monitored, resulting in 64 on-site intervention cases.

그러나 현장에서는 복지 담당자의 업무 과중과 공휴일 및 야간 대응의 한계가 지속적으로 제기돼 왔다.

However, challenges such as heavy workloads for welfare staff and limited response capabilities during nights and holidays have been consistently raised.

이에 동해시는 AI 확인이 어려운 경우나 긴급 상황 발생 시 관제센터 인력이 직접 현장에 출동하는 체계를 추가로 구축했다.

In response, the city has reinforced the system by enabling monitoring center personnel to be dispatched directly to the scene when AI-based checks are insufficient or urgent situations arise.

동해시는 인구 약 8만 7천 명 중 70세 이상 고령층이 22%, 1인가구 비율이 38%에 달하는 지역으로, 고령 1인가구 비중이 높은 특성을 보인다.

Donghae City, with a population of approximately 87,000, has a notably high proportion of elderly and single-person households, with 22% aged 70 or older and 38% living alone.

이러한 지역적 특성을 고려한 이번 정책 확대는 실질적인 고독사 예방 대책으로 평가받고 있다.

This policy expansion, reflecting local demographic realities, is being recognized as a practical measure to prevent solitary deaths.

#조훈석 동해시 복지과장은 “전력과 통신 데이터를 활용해 위험 징후를 조기에 포착하고, 관제센터 출동 서비스로 신속히 대응함으로써 더욱 촘촘한 사회안전망을 구축할 것”이라며 “앞으로도 빅데이터 기반 돌봄 서비스를 지속 확대해 시민의 생명을 지키겠다”고 밝혔다.

Cho Hoon-seok, head of Donghae City’s Welfare Division, stated, “By detecting risk signs early using electricity and communication data and responding swiftly through our monitoring center dispatch service, we will build a tighter social safety net. We will continue expanding big data-based care services to protect citizens’ lives.”
