“망한 줄 알았던 시장에 사람들이 몰린다”… 송정시장, KTX 효과로 ‘기적의 부활’

한때 지역 상권의 중심지였던 동해시 송정시장이 다시 활기를 되찾고 있다.

최근 자생적인 창업 증가와 함께 도시재생 사업이 맞물리며 상권 회복의 신호가 뚜렷해지고 있다.

동해시 송정지구 도시재생주민협의체(대표 김형래)는 동해시 도시재생지원센터, 송정지구 도시재생센터와 협력해 ‘청년 창업 멘토단 운영 사업’을 본격 추진하고 예비 창업자 모집에 나섰다고 밝혔다.

지난해부터 송정시장 일원에는 카페와 음식점 등 총 7개 신규 점포가 문을 열었다. 이는 KTX 동해역 개통 이후 유동 인구 증가와 상권 입지 변화가 반영된 결과로 분석된다.

주민협의체는 이러한 흐름을 일시적인 현상이 아닌 상권 회복의 시작으로 보고, 지속 가능한 창업 생태계 구축에 집중하고 있다.

이번 사업은 지역 상인이 직접 참여하는 ‘현장형 멘토링’이 핵심이다. 멘토단은 카페 운영자, 음식점 대표, 금융기관 종사자 등으로 구성되며, 창업 초기 리스크 관리부터 상권 분석, 자금 운용, 고객 확보 전략까지 실질적인 지원을 제공한다.

특히 단순 교육에 그치지 않고 실제 점포 운영으로 이어지는 ‘정착형 창업 지원’ 방식으로 운영되는 점이 특징이다.

동해시는 2024년부터 2027년까지 총 284억 원을 투입해 KTX 동해역 일원을 중심으로 환동해 특화 상권 조성과 문화 기반 확충, 정주환경 개선 사업을 추진하고 있다.

또한 ‘커넥트 송정’ 프로젝트를 통해 여행자 라운지, 환동해 음식체험관, 공유오피스 등을 조성하고, 선술문화거리와 항구문화거리 등 지역 특화 콘텐츠도 함께 개발 중이다.

#김형래 주민협의체 대표는 “최근 자연스럽게 형성된 창업 흐름이 상권 회복의 중요한 전환점이 되고 있다”며 “지역 상인과 청년 창업자가 함께 성장하는 구조를 만들어 나가겠다”고 말했다.

#유현우 동해시 도시재생지원센터장은 “현장에서 나타난 변화를 정책적으로 뒷받침해 동해역 역세권을 새로운 경제·문화 거점으로 육성해 나가겠다”고 밝혔다.

Startup Growth Driven by KTX Donghae Station Spurs Urban Renewal

Songjeong Market in Donghae, once a declining commercial hub, is showing clear signs of revival as new businesses emerge and urban regeneration efforts take hold.

The Songjeong Urban Regeneration Residents’ Council (led by Kim Hyung-rae), in collaboration with the Donghae Urban Regeneration Support Center and the Songjeong Urban Regeneration Center, has launched a “Youth Startup Mentorship Program” and begun recruiting prospective entrepreneurs.

Since last year, seven new businesses—including cafés and restaurants—have opened in the Songjeong Market area. The increase is largely attributed to rising foot traffic following the opening of KTX Donghae Station and improved commercial conditions in the area.

The residents’ council views this trend as more than a temporary boost, recognizing it as the beginning of sustainable commercial recovery.

A key feature of the program is its hands-on mentorship model. The mentor group includes café owners, restaurant operators, and financial professionals who provide practical guidance on startup risk management, market analysis, financial planning, and customer acquisition strategies.

Unlike one-time training programs, the initiative focuses on helping participants establish and operate actual businesses, ensuring long-term settlement in the area.

The Donghae city government is investing KRW 28.4 billion from 2024 to 2027 to transform the KTX Donghae Station area into a specialized commercial district, while also improving cultural infrastructure and residential conditions.

In addition, the “Connect Songjeong” project is underway, featuring facilities such as a traveler lounge, East Sea culinary experience center, and co-working spaces. The development of themed streets, including a traditional drinking culture street and a harbor culture street, is also in progress.

Kim Hyung-rae, head of the residents’ council, stated, “The organically emerging startup trend marks a turning point for commercial revitalization. We aim to build a structure where local merchants and young entrepreneurs grow together.”

Yoo Hyun-woo, director of the Donghae Urban Regeneration Support Center, added, “We will reinforce these on-the-ground changes through policy support and develop the Donghae Station area into a new economic and cultural hub.”
