“폭언·협박에 무너진 공무원들… 동해시, 결국 ‘심리치료’ 카드 꺼냈다”

동해시는 민원인의 폭언·폭행·협박 등 이른바 ‘악성민원’과 반복민원으로 인한 공무원의 직무 스트레스와 정신적 피해를 예방하기 위해 「민원공무원 심리상담 지원사업」을 추진한다고 밝혔다.

이번 사업은 민원응대 과정에서 발생하는 감정노동을 완화하고 공무원의 심리적 안정을 지원함으로써, 건강한 조직문화를 조성하고 대민서비스의 질을 높이기 위해 마련됐다.

운영기간은 2026년 3월부터 12월까지이며, 동해시는 관내 전문 심리상담센터와 업무협약을 체결해 민원공무원 및 상담이 필요한 직원을 대상으로 맞춤형 심리검사와 1:1 상담 프로그램을 제공할 계획이다.

또한 온라인 기반 마음건강 지원 프로그램을 병행 운영해 접근성과 실효성을 높인다.

동해시는 이미 지난해에도 심리상담 23건을 지원하고, 싱잉볼 등 힐링 프로그램에 40명이 참여하는 등 공무원 정신건강 관리에 지속적인 노력을 기울여왔다.

특히 최근 반복·특이민원이 증가하면서 공무원의 정신적·신체적 부담이 커지고 있는 상황에서, 시는 힐링 프로그램 확대와 근무환경 개선을 병행해 보다 안전한 민원업무 환경을 구축할 방침이다.

“Strengthening Response to Abusive Complaints, Protecting Public Officials’ Mental Health”

Donghae City has begun implementing a comprehensive support program to protect the mental health of civil service officials and respond to abusive complaints.

The city announced that it will promote a “Psychological Counseling Support Program for Civil Servants” to prevent job-related stress and psychological harm caused by verbal abuse, violence, threats, and repetitive complaints from citizens.

The initiative aims to reduce emotional labor in civil complaint handling, support psychological stability among public officials, and ultimately improve the quality of public services while fostering a healthy organizational culture.

The program will run from March to December 2026, with partnerships established with local professional counseling centers. It will provide customized psychological assessments and one-on-one counseling services for civil servants in need.

Additionally, an online mental health support platform will be operated to enhance accessibility and effectiveness.

Last year, Donghae City supported 23 counseling cases and operated healing programs such as singing bowl therapy for 40 participants, demonstrating its continued commitment to employee well-being.

As repetitive and complex complaints increase, placing heavier mental and physical burdens on public officials, the city plans to expand healing programs and improve working conditions to ensure a safer working environment.
