강원도, 위험건축물 철거하고 청년주택 짓는다… 5개 시군 460세대 공급 확대

강원특별자치도(도지사 김진태)는 3월 20일 오후 2시 강릉 입암지구에서 ‘강원형 공공주택 건립공사 착공식’을 개최했다.

강원형 공공주택은 도와 시군이 협업하여 지역 여건에 맞는 공공임대주택을 공급하는 사업으로, 청년과 신혼부부 등 주거 필요 계층의 지역 정착을 유도하고 안정적인 주거환경을 조성하기 위해 추진되고 있다.

강릉 입암지구는 총사업비 268억 원(국비 64억, 도비 40억, 시비 164억)을 투입해 지상 10층, 80세대 규모로 조성된다. 청년 52세대, 신혼부부 24세대, 주거약자 4세대로 구성되며, 2026년 착공 후 2027년 12월 준공 및 입주를 목표로 한다.

이번 사업은 붕괴 위험으로 E등급 판정을 받은 노후 연립주택을 철거하고 추진되는 것으로, 장기간 방치되어 도시 미관을 저해하던 공간을 공공임대주택으로 탈바꿈시킨 점에서 의미가 크다. 재난위험 요소 해소와 주거 취약계층 지원이라는 두 가지 효과를 동시에 달성하는 사례로 평가된다.

특히 지역 수요를 반영한 맞춤형 설계를 통해 다양한 주거면적을 제공하고, 1인 가구를 위한 공동세탁실, 신혼부부를 위한 아이 놀이공간 등 입주민 편의시설도 함께 조성할 계획이다.

한편, 도는 올해 강릉 입암지구를 포함해 5개 시군, 총 460세대 규모의 공공임대주택을 추가 착공할 예정이다. 내년 착공 예정인 평창 횡계지구와 기존 사업까지 포함하면 도내 8개 시군에서 총 742세대 규모의 공공주택 공급이 추진된다.

#김진태 강원특별자치도지사는 “강원형 공공주택은 지자체가 직접 설계에 참여해 주민 수요를 반영할 수 있고, 저렴한 비용으로 주거가 가능하다는 장점이 있다”며 “앞으로 공급을 지속 확대하겠다”고 밝혔다.

도는 이번 사업을 통해 청년과 신혼부부 등 주거 필요 계층의 초기 주거안정을 지원하고, 지역 정착을 유도하는 ‘주거 사다리’ 기능을 강화해 나갈 계획이다.

– Groundbreaking Ceremony Held for “Gangwon-style Public Housing” in Gangneung

Gangwon State (Governor Kim Jin-tae) held a groundbreaking ceremony on March 20 at 2 p.m. for the “Gangwon-style Public Housing Project” in the Ipam district of Gangneung.

The Gangwon-style public housing initiative is a collaborative project between the provincial government and local municipalities to provide customized public rental housing tailored to regional conditions. The program aims to support young people and newly married couples by reducing housing burdens and encouraging long-term settlement in the region.

The Ipam district project involves a total investment of KRW 26.8 billion and will consist of a 10-story building with 80 housing units. The units will include 52 for young residents, 24 for newlyweds, and 4 for housing-vulnerable groups. Construction will begin in 2026, with completion and occupancy scheduled for December 2027.

Notably, the project replaces a deteriorated apartment complex previously classified as Grade E (high risk of collapse). By demolishing unsafe structures and developing public housing, the initiative simultaneously eliminates disaster risks and revitalizes the urban environment.

The housing complex will incorporate demand-based designs, offering various unit sizes. Resident-friendly facilities such as shared laundry rooms for single-person households and play areas for children of newlyweds will also be included.

This year, Gangwon State plans to begin construction on an additional 460 housing units across five municipalities, including the Ipam project. With future projects such as the Hoenggye district in Pyeongchang and previously completed developments, a total of 742 public housing units will be supplied across eight cities and counties in the province.

Governor Kim Jin-tae stated, “Gangwon-style public housing allows local governments to directly participate in design, ensuring that residents’ needs are reflected, while also providing affordable housing. We will continue to expand this initiative.”

The province aims to strengthen the role of public housing as a “housing ladder,” supporting initial residential stability for young people and newlyweds while promoting regional settlement.
