동해시, 11억 투입 ‘생활형 평생학습도시’ 추진…권역형 학습체계 구축

동해시가 시민 누구나 가까운 곳에서 배우는 생활형 평생학습도시 조성에 속도를 낸다.

Donghae City is accelerating efforts to build an everyday lifelong learning city where citizens can easily access learning opportunities close to home.

시는 올해 11억 4,800만 원을 투입해 4개 분야 16개 평생학습 사업을 추진하며, 시민의 학습 접근성과 실질적 참여 확대에 집중할 계획이다.

The city plans to invest 1.148 billion won this year to implement 16 lifelong learning programs across four key areas, focusing on improving accessibility to education and encouraging greater citizen participation.

특히 올해 평생학습 정책은 “가까운 학습, 필요한 교육, 함께 나누는 학습문화”를 핵심 방향으로 추진된다.

This year’s lifelong learning policy will be guided by the core vision of “learning close to home, education that meets real needs, and a shared culture of learning.”

집 가까이에서 배우는 ‘권역형 평생학습 체계’ 구축

 Establishing a Regional Lifelong Learning System Close to Home

동해시는 평생학습관 시설을 개선하고 권역별 평생학습센터를 확대 지정해 시민들이 먼 거리를 이동하지 않고도 학습할 수 있는 환경을 구축한다.

Donghae City will improve facilities at its lifelong learning center and expand designated regional learning centers, creating an environment where citizens can learn without traveling long distances.

이를 통해 생활권 중심 평생학습 체계를 강화하고 시민 체감도를 높일 계획이다.

Through these efforts, the city aims to strengthen a community-based learning system and increase citizens’ satisfaction and engagement.

대학·기관 협력으로 평생교육 네트워크 확대

Expanding the Lifelong Education Network through University and Institutional Cooperation

평생교육 협의회 운영을 통해 지역 평생교육 기관 간 협력을 강화하고, 강사 및 교육 관계자 역량 강화 교육과 대학 연계 프로그램을 확대해 지역 교육 자원을 체계적으로 연결한다.

By operating a lifelong education council, the city will strengthen cooperation among local education institutions and expand training programs for instructors as well as university-linked programs to systematically connect regional educational resources.

또한 평생교육 우수 프로그램 공모사업을 통해 시민 참여형 학습 프로그램도 지속적으로 발굴한다.

The city will also continue discovering citizen-participatory learning programs through public contests for outstanding lifelong education initiatives.

시민이 직접 선택하는 ‘맞춤형 평생학습’ 확대

Expanding Citizen-Centered Customized Lifelong Learning

동해시는 시민 수요에 맞춘 맞춤형 평생학습 프로그램을 강화한다.

Donghae City will strengthen customized lifelong learning programs tailored to citizens’ needs.

주요 사업은 ▲장애인 평생교육 ▲성인 문해교육 ▲찾아가는 행복도시락 강좌 ▲생애주기별 마을교육 ▲동해시민대학 운영 ▲AI·디지털 역량교육 등으로 세대와 계층을 아우르는 실생활 중심 교육을 확대한다.

Major programs include lifelong education for people with disabilities, adult literacy education, mobile “Happiness Lunchbox” lectures, life-cycle community education, the Donghae Citizen University, and AI and digital competency training—expanding practical education that serves all generations and social groups.

배움이 지역으로 확산되는 ‘학습문화 도시’ 조성

Creating a Learning Culture City Where Knowledge Spreads Across the Community

평생학습 성과를 시민과 공유하기 위해 ▲제7회 동해시 평생학습축제 개최 ▲평생학습 추진성과집 제작·배포 등을 추진해 배움의 가치가 지역사회로 확산되는 학습문화를 조성할 계획이다.

To share the achievements of lifelong learning with citizens, the city plans to host the 7th Donghae Lifelong Learning Festival and publish a report on its lifelong learning initiatives, fostering a culture where the value of learning spreads throughout the community.

한편 동해시는 2012년 평생학습도시 최초 지정 이후 2021년과 2024년 두 차례 연속 재지정되며 전국적으로 평생학습 정책 역량을 인정받고 있다.

Meanwhile, Donghae City has been widely recognized for its lifelong learning policies, having first been designated a Lifelong Learning City in 2012 and subsequently re-designated in both 2021 and 2024.

#임정규 문화관광국장은 “시민 누구나 배움의 기회를 누릴 수 있도록 생활권 중심 평생학습 체계를 강화하고, 배움이 개인의 성장과 지역 발전으로 이어지는 평생학습도시 동해시를 만들어 가겠다”고 말했다.

Lim Jeong-gyu, Director of the Culture and Tourism Bureau, said, “We will strengthen a community-based lifelong learning system so that all citizens can enjoy learning opportunities, and continue building Donghae into a lifelong learning city where education leads to both personal growth and regional development.”
