동해시, 청소년 ‘삼권분립 바로알기 수학여행’ 첫 운영… 국회·대법원·헌재 현장 체험

동해시가 청소년들이 대한민국의 핵심 헌정기관을 직접 방문해 민주주의를 체험할 수 있는 ‘삼권분립 바로알기 수학여행’을 처음으로 운영했다.

Donghae City launched its first “Understanding the Separation of Powers Field Trip,” giving youth the opportunity to experience Korea’s key constitutional institutions firsthand.

이번 프로그램에는 동해시청소년참여위원회와 청소년수련관·청소년센터·향로청소년문화의집 청소년운영위원회 등 4개 참여기구 소속 청소년 45명이 참여했다. 이들은 국회, 대법원, 헌법재판소를 직접 탐방하며 교과서 속 내용을 현실에서 확인했다.

A total of 45 students from four youth organizations — including the Donghae Youth Participation Committee and youth facility councils — took part in the program. They visited the National Assembly, Supreme Court, and Constitutional Court to see how what they learned in textbooks works in real life.

이번 수학여행은 교육발전특구 사업의 일환으로, 입법·사법·헌법기관을 직접 체험하는 현장 중심 학습을 목표로 추진됐다. 단순 견학이 아닌 ‘경험형 민주주의 교육’이라는 점에서 의미를 더했다.

The field trip was organized as part of the Education Innovation District project, aiming to provide experiential learning about the legislative, judicial, and constitutional branches. Rather than a simple tour, it focused on hands-on democratic education.

참가 청소년들은 대법원 법정 견학과 모의재판 체험을 시작으로, 헌법재판소 대심판정 관람, 국회박물관 및 본회의장 해설 청취까지 이어지는 일정을 소화했다. 이를 통해 국가 권력분립의 원리와 각 기관의 역할을 현장에서 이해하는 시간을 가졌다.

Students observed a courtroom and participated in a mock trial at the Supreme Court, visited the main courtroom of the Constitutional Court, and toured the National Assembly Museum and plenary chamber. Through these experiences, they gained a practical understanding of the separation of powers and the roles of each institution.

참여 청소년 김모(16) 군은 “뉴스로만 보던 국회 본회의장을 직접 보니 법과 제도가 우리 삶과 매우 가깝다는 걸 느꼈다”며 “모의재판을 통해 판결의 책임과 정의의 의미를 깊이 생각하게 됐다”고 소감을 밝혔다.

One participant, a 16-year-old student, shared, “Seeing the National Assembly plenary chamber in person made me realize how closely laws and systems are connected to our daily lives. The mock trial helped me think deeply about responsibility and justice.”

#천수정 동해시 체육교육과장은 “청소년들이 민주주의가 실제로 작동하는 현장을 체험하며 미래 민주시민으로 성장하는 계기가 되길 바란다”며 “높은 만족도를 바탕으로 프로그램을 연중 확대 운영할 계획”이라고 밝혔다.

Cheon Su-jeong, Director of the Sports and Education Division of Donghae City, said, “We hope this experience helps young people grow into responsible democratic citizens by seeing how democracy works in practice. Given the high level of satisfaction, we plan to expand the program throughout the year.”

동해시는 이번 1차 운영 결과를 바탕으로 동일한 형태의 ‘삼권분립 바로알기 수학여행’을 총 3회 추가로 추진할 예정이다. 상반기 프로그램은 4월 21~22일 진행되며, 참가자 모집 등 자세한 내용은 동해시 및 청소년수련시설 홈페이지에서 확인할 수 있다

Based on the successful first session, Donghae City plans to run three additional field trips under the same program. The next session will take place on April 21–22, and detailed information on applications can be found on the city and youth facility websites.
