김진태 지사, 한병도 원내대표 면담… 강원특별법 개정안 통과 촉구

김진태 강원특별자치도지사는 한기호 국회의원(춘천‧철원‧화천‧양구을), 김시성 강원특별자치도의회 의장과 함께 더불어민주당 한병도 원내대표(전북 익산을)를 만나 강원특별법 3차 개정안의 조속한 통과를 촉구했다.

Governor Kim Jin-tae of Gangwon State, accompanied by National Assembly member Han Ki-ho (Chuncheon, Cheorwon, Hwacheon, Yanggu-eul) and Provincial Council Speaker Kim Si-seong, met with Democratic Party Floor Leader Han Byung-do (Iksan-eul, Jeonbuk) to urge the swift passage of the third amendment to the Gangwon Special Act.

김 지사는 면담에서 “한 원내대표께서도 3특 국회의원이시지 않느냐”며 “5극 통합 추진을 위해 노력하고 계신 점은 잘 알고 있지만, 이미 발의되어 있는 3특 개정안도 이번에 함께 처리될 수 있도록 협조해 달라”고 요청했다.

During the meeting, Governor Kim stated, “You are also a lawmaker representing one of the three special regions,” adding, “While we recognize your efforts toward balanced national development, we ask for your cooperation so that the already proposed third amendment can be processed together this time.”

이에 대해 #한병도 원내대표는 “관련 법안은 당연히 심사를 거쳐 통과돼야 하며, 여야 간 큰 이견이 없는 사안으로 보고 있다”고 밝혔다. 이어 “전북과 강원 특별법안이 아직 상정되지 못한 것은 다른 지역 법안들과 함께 논의되면서 사안이 복잡하게 얽혀 있기 때문”이라고 설명했다.

Floor Leader Han responded that “The relevant bills should naturally go through deliberation and be passed, and we see no major disagreement between ruling and opposition parties.” He added that “The delay in tabling the Jeonbuk and Gangwon special acts stems from their being intertwined with other regional bills under discussion.”

#김진태 지사는 “국회 상임위원회에서는 여야 간 강원특별법 개정안을 빠른 시일 내 상정하기로 합의했다”며 “한병도 원내대표께서도 법안 통과를 위해 최선의 노력을 다하겠다는 뜻을 밝혔다”고 전했다.

Governor Kim stated that “The relevant standing committee in the National Assembly has agreed, across party lines, to place the Gangwon Special Act amendment on the agenda at an early date,” adding that “Floor Leader Han expressed his commitment to doing his utmost for the bill’s passage.”

김 지사는 이어 “국회가 17개월 동안 법안을 처리하지 못한 것은 직무유기라는 비판을 피하기 어렵다”며 “강원도민의 자존심에도 상처를 입힌 일”이라고 지적했다.

He further criticized the prolonged delay, saying, “It is difficult to avoid criticism of dereliction of duty when the National Assembly has failed to process the bill for 17 months,” and noted that “this has also hurt the pride of the people of Gangwon.”

또한 “국회의사당 앞 결의대회에 함께해 주신 도민 여러분 덕분에 여기까지 올 수 있었다”며 도민들에게 감사의 뜻을 전했다.

He expressed gratitude to residents, saying that “We have come this far thanks to the citizens who joined us in rallies in front of the National Assembly.”

[Provincial Council Speaker Kim Si-seong’s Briefing]

#김시성 의장은 “17개월 동안 법안이 상정되지 못한 것은 강원도민을 우롱한 처사”라며 “여야가 반드시 처리해야 할 의무와 책임이 있다”고 강조했다.

Speaker Kim Si-seong stated that “The failure to even table the bill for 17 months amounts to an affront to the people of Gangwon,” stressing that “both ruling and opposition parties bear the duty and responsibility to pass it.”

이어 “만약 처리가 지연된다면 도민의 더 큰 목소리가 이어질 것”이라며 “조속한 시일 내 법안이 처리되기를 기대한다”고 밝혔다.

He added that “If the delay continues, the voices of citizens will only grow louder,” expressing hope that “the bill will be processed without further delay.”
