춘천시, 5년 연속 장애인 평생학습도시 공모 선정

춘천시(시장 육동한)가 5년 연속 장애인 평생학습도시로 선정됐다.

Chuncheon City (Mayor Yuk Dong-han) has been selected for the fifth consecutive year as a Lifelong Learning City for Persons with Disabilities.

시는 교육부 국립특수교육원이 주관한 2026년 장애인 평생학습도시 운영(특성화지원) 사업 공모에 선정됐다. 춘천시는 2022년 강원특별자치도 내 최초로 장애인 평생학습도시로 지정된 이후 매년 공모에 선정되며 관련 정책을 꾸준히 이어오고 있다.

The city was selected for the 2026 Lifelong Learning City for Persons with Disabilities (Specialized Support) Program, hosted by the National Institute of Special Education under the Ministry of Education. Since first being designated in 2022—the first in Gangwon Special Self-Governing Province—Chuncheon has maintained its status through annual competitive selections.

춘천시는 ‘AI 대전환’과 ‘호수국가정원 조성’을 지역 산업과 생활환경 전반의 핵심 변화 과제로 설정하고, 이러한 변화 과정에서도 장애 성인이 이를 이해하고 지역사회 참여자로 활동할 수 있도록 지원할 계획이다.

Chuncheon has identified the AI transformation and the development of a Lakeside National Garden as key drivers of regional change, and plans to support adults with disabilities so they can understand these shifts and actively participate as members of the local community.

이를 위해 시는 ‘모두가 함께하는 장애인의 지역사회 자립과 사회참여 실현’을 비전으로, AI 기반 교육환경 조성과 맞춤형 평생교육 강화, 지역사회 참여 역량 확대를 중심으로 한 35개 평생학습 사업을 추진한다.

Under the vision of “Realizing Community Independence and Social Participation for All Persons with Disabilities,” the city will implement 35 lifelong learning programs focused on AI-based learning environments, customized education, and enhanced community participation.

AI·디지털 분야에서는 찾아가는 스마트폰 활용 과정, 키오스크 생활문해 교육, ‘AI 톡톡! 디지털 세상’ 등 디지털 기기 활용 교육을 운영해 장애인의 일상 속 정보 접근성을 높인다.

In the AI and digital sector, programs such as mobile smartphone training, kiosk literacy education, and “AI Talk! The Digital World” will be offered to improve everyday information accessibility for persons with disabilities.

지역 특성화 분야에서는 장애인 행정도우미 양성과정, 도자기·칠보공예 자격증 과정 등 전문 자격 연계 교육과 함께 미용, 제과제빵, 가죽공예 등 직업 체험형 취업 연계 교육을 운영한다.

In specialized regional programs, the city will provide professional certification-linked courses—such as training administrative assistants with disabilities and ceramics and cloisonné crafts—alongside job-experience programs in beauty services, baking, and leather crafts.

또한 정원문화도시 춘천의 특성을 살린 식물·원예 교육, 지역 자원을 활용한 마음치유 프로그램, 기초생활문해 및 자기표현 교육, 생활체육 과정을 통해 자립생활 역량과 정서적 안정도 함께 높인다.

Leveraging Chuncheon’s identity as a garden culture city, programs in plants and horticulture, community-based healing activities, basic life literacy, self-expression training, and adaptive sports will strengthen independent living skills and emotional well-being.

특히 국가장애인평생교육진흥센터에서 개발한 장애인 평생학습 콘텐츠를 적극 활용해 장애 특성과 수준에 맞는 맞춤형 교육을 추진할 계획이다.

In particular, Chuncheon plans to actively utilize lifelong learning content developed by the National Center for Lifelong Education for Persons with Disabilities to deliver education tailored to individual needs and abilities.

춘천시는 장애인 평생학습도시 지정 이후 사업 규모와 참여 인원을 지속적으로 확대해왔다. 장애인식 개선 교육, 대학 협력 평생교육, 찾아가는 방문강좌, 평생학습축제 참여, 독서문화 프로그램, AAC 의사소통 지원, 여성장애인 교육, 수어통역사 양성, 장애인단체 재활 프로그램, 자립생활지원센터 운영 등 교육·문화·권익·자립을 아우르는 체계를 구축했다.

Since its designation, Chuncheon has steadily expanded both the scale of programs and the number of participants, establishing a comprehensive system encompassing education, culture, rights advocacy, and independent living support.

#원옥연 평생학습관장은 “도시의 큰 변화 속에서도 장애인의 학습권과 참여권을 함께 보장하는 것이 중요하다”며 “사각지대 없는 평생교육 참여 기회와 자립 역량 강화를 위해 지속적으로 사업을 추진하겠다”고 말했다.

Won Ok-yeon, Director of the Lifelong Learning Center, stated, “As the city undergoes major transformation, it is essential to safeguard the learning and participation rights of persons with disabilities. We will continue to expand opportunities for inclusive lifelong education and strengthen independent living capabilities.”
