강원특별자치도, 전국 최초 만 8세 미만 육아기본수당… 아동정책 우수 지자체로 선정되다

강원특별자치도(도지사 김진태)가 보건복지부의 ‘2024년 아동정책시행계획 추진실적 평가’에서 전국 우수 지자체로 선정됐다.

Gangwon Special Self-Governing Province (Governor Kim Jin-tae) has been selected as an “Excellent Municipality” in the Ministry of Health and Welfare’s 2024 Child Policy Implementation Assessment.

이번 평가는 제2차 아동정책기본계획(2020~2024)에 따라 지자체의 계획 수립과 이행, 성과를 종합적으로 살펴본 결과다. 강원도는 지역 특성에 맞춘 정책을 꾸준히 추진하며 아동 친화적 환경 조성에 앞장섰다는 점에서 높은 평가를 받았다.

The assessment reviewed local governments’ planning, implementation, and outcomes based on the Second Basic Plan for Child Policy (2020–2024). Gangwon Province was recognized for its sustained efforts to create a child-friendly environment tailored to regional needs.

4대 목표, 150개 과제… 아이 중심 정책의 확장

도는 ‘아동권리 실현’, ‘건강한 발달 지원’, ‘공정한 출발을 위한 공공책임 강화’, ‘재난 대응 아동정책 혁신’이라는 4대 목표 아래 150개 과제를 설정해 추진해왔다.

The province has advanced 150 policy tasks under four major goals: promoting child rights, supporting healthy development, strengthening public responsibility for equitable opportunities, and innovating child policy in disaster response.

특히 관계기관과의 협업을 통해 공적 아동 보호체계를 강화한 점이 주요 성과로 꼽혔다.

Collaborative efforts with related institutions to reinforce child protection systems were highlighted as a core achievement.

Korea’s First Childcare Basic Allowance for Children Under 8—Reducing Real Parenting Burdens

지자체 자율지표 평가에서 가장 높은 평가를 받은 것은 강원도의 대표 정책, 강원육아기본수당이다.

The province’s signature initiative, the Gangwon Childcare Basic Allowance, received the highest marks in the municipality-led evaluation category.

2023년 전국 최초로 지원 연령을 기존 4세에서 만 8세 미만으로 확대했으며, 월 10만 원~50만 원, 1인당 최대 2,760만 원까지 지원한다.

Introduced in 2023, Gangwon became the first region in Korea to expand eligibility from under 4 to under 8 years old. The allowance provides ₩100,000–₩500,000 monthly, with total support reaching up to ₩27.6 million per child.

이 제도는 부모의 양육 부담을 실질적으로 덜어줄 뿐 아니라 저출산 대응과 지역 소멸 방지에 기여한 대표 사례로 평가받았다. 도는 이 제도를 포함해, 아이 한 명당 출생부터 대학생까지 총 1억 원 이상의 예산을 투입하고 있다.

The program not only eases parenting burdens but also contributes meaningfully to addressing low birth rates and preventing regional population decline. Including this allowance, the province now invests more than ₩100 million per child from birth through university.

정영미 강원특별자치도 복지보건국장은 “이번 선정은 강원육아기본수당을 비롯한 아동정책의 성과가 객관적으로 인정받은 결과”라며, 앞으로도 도민이 체감하는 아동정책을 확대해 나가겠다고 밝혔다.
